Joliet Man In Bed Tries Strangling Woman After Getting Phone Call From Another Woman: Prosecutor

JOLIET, IL — A 39-year-old Joliet man, Rubicel Arriaga-Rios, has been charged with aggravated domestic battery and two crimes of domestic battery following his Joliet police arrest at a house in recent days. The criminal complaint indicates that Arriaga tried to strangle a woman on Feb. 20 and he grabbed her around the neck and struck her body.

After hearing the prosecution's evidence, Will County Judge Vincent Cornelius denied the prosecution's petition to deny pretrial release for Arriaga and set him free.

According to the petition to deny pretrial release, Joliet police officers Trujillo and Dorris were called to the domestic incident in the 600 block of East Jackson Street last Friday, Feb. 20. The two people at the house had been drinking alcohol, and officers spoke with Arriaga and his victim, court files show.

The woman told them she had been dating Arriaga for three months and that Arriaga received a phone call from another girl. When that happened, the victim said she took Arriaga's phone before he used his hands to try to strangle her, court documents allege.

The woman said she lost consciousness, and Arriaga strangled her for what felt like two minutes, prosecutors informed Judge Cornelius.

Joliet police noted that the victim had redness on her neck and chest, and she also had a swollen left hand and a scratch above her left eyebrow. The woman told Joliet police that Arriaga caused her injuries, but everything happened so fast she could not describe how the injuries happened, the court records show.

Joliet police interviewed Arriaga and he said that he and the victim were lying in bed. He received a phone call from another woman and that was when the victim began to hit him. He did suffer a minor cut inside his lip, prosecutors indicated. The victim may have caused that when she was trying to get Arriaga off her, the court records reflect.

In his ruling, Judge Cornelius released Arriaga from the Will County Jail but ordered him to stay away from the victim and the residence on East Jackson Street.

Arriaga regained his freedom around 1 p.m. on Sunday. He comes from the 300 block of White Avenue.
