Juan Moreno Will Prevail And Keep His Joliet City Council Seat, Tomczak Law Group Vows
This is the second successive Latino candidate Jim Glasgow has tried to declare unfit for office, attorney Anna Rose Bertani said.

JOLIET, IL — Downtown Joliet's Tomczak Law Group, led by former Will County State's Attorney Jeff Tomczak, announced on Friday afternoon that it will represent Joliet City Councilman Juan Moreno, who is being targeted for removal from elected office by Will County State's Attorney Jim Glasgow.
In Friday's press release, attorney Anna Rose Bertani pointed out "it is our privilege to be representing Councilman Juan Moreno, as a duly elected official of the city of Joliet. This is the second successive Latino candidate Mr. Glasgow has attempted to declare unfit for office.
"He was unsuccessful with Cesar Guerrero (Joliet Township's Supervisor) and we intend to follow suit. We look forward to a full airing of the facts and reasons for this frivolous lawsuit."

According to Tomczak Law Group, Moreno's representation will be handled by attorney Jeff Tomczak, Anna Rose Bertani and the downtown Joliet Law Office of Frank Andreano, P.C.
This week, the State's Attorney's Office filed a lawsuit against Moreno, contending that "Juan Moreno was not a resident for 12 months prior to the election for the Joliet City Council. Respondent Juan Moreno filed a false statement of candidacy regarding his qualifications."

"Mr. Glasgow's lawsuit seeks to terminate the election of Councilman Juan Moreno who received the highest vote tally in the 2025 election year and has been serving the citizens as a Councilman for six months," the law firm proclaimed. "Mr. Moreno, prior to the filing of this action, voted in a manner that required Mayor D'Arcy to break a tie vote on the Council. For example, on the Grocery Tax Ordinance that was recently passed, Mayor D'Arcy's 'yes' vote was required to pass the tax ordinance."
Tomczak Law Group pointed out that "it is unknown at this time whether this litigation is related to Mr. Moreno's voting record as a Councilman or some other politically charged motive."
Moreno's case involving his possible removal from the Joliet City Council is set for a hearing at the Will County Courthouse at 9:15 a.m. on Monday. The hearing will involve the temporary restraining order sought by the Will County State's Attorney's Office and assistant state's attorney Scott Pyles.
