Manhole Thief Stole Joliet's Manhole Covers Over And Over, Now He's Finally Captured: JPD

He was processed at the Joliet Police Department and released on a notice to appear in court.

JOLIET, IL — The Joliet Police Department has made its first manhole arrest of the year. In recent days, 58-year-old James F. Smith III was captured and taken away in handcuffs. Smith was charged with felony theft of government property, felony theft and felony retail theft. He was processed at the Joliet Police Department and released on a Notice to Appear in court.

According to police spokesman Dwayne English, between March 7 and March 9, the Joliet Police Department received multiple reports of stolen manhole covers from various locations throughout the city.

A total of five incidents were reported in the following areas:
• 1300 block of California Avenue
• Clark Street and Wisconsin Street
• 1300 block of Cutter Avenue
• Jewel-Osco, 1537 N. Larkin Ave.
• Joliet ReStore, 1395 N. Larkin Ave.

In each case, a manhole cover was removed and taken. During the investigation, officers determined that merchandise and display racks located outside the store were stolen from the
Jewel Osco location during this period of time, English noted.

Detectives immediately launched an extensive investigation and determined the incidents were believed to have been committed by the same individual. The suspect was identified as James F. Smith III, 58, of Joliet.

On March 11, at 3:37 p.m., Smith was taken into custody by detectives and tactical officers near South Joliet Street and McDonough Street.

"During questioning, Smith admitted involvement in the thefts," English noted.
