Masturbating In Front of Woman At Wilmington Apartment Building Is Against The Law: Cops

A Wilmington man allegedly masturbated in front of a woman at a Baltimore Street apartment building.

Joshua Cartwright, 29, was charged with public indecency and disorderly conduct. Cartwright allegedly masturbated in front of the woman two days before Valentine’s Day. The charges were only filed against him last week.

Cartwright “knowingly masturbated while looking at the” 31-year-old woman, and also “knowingly exposed his sex organ in a lewd manner with the intent to arouse or satisfy (his) sexual desire,” according to the criminal complaint filed against him.

Cartwright listed his assets when applying for the services of a public defender during his first court appearance last week. He said he is unemployed and owns nothing but $200 worth of clothes.
