Born November 9, 1948 in Chicago, he was the son of Francis and Myrtle (Baker) Noe, and attended Reavis High School. He was a veteran of the United States Marine Corps, serving as a jet mechanic and attaining the rank of Corporal. He then enjoyed a 25-year career with the Chicago Police Department as a police officer.

Tom was a proud man; proud of his military service, proud of his service to the police department and his community, and proud of his amazing family. He was very family-oriented and was described by his children as the best dad and papa ever, and as their guide and protector, and their safe place. He had a keen sense of mechanics and loved doing research on how to fix things. He was also a proud dog dad and was a man surrounded by love.
