New Apartments For Joliet Coming To Rock Run Crossings
The project will include the new Hollywood Casino Joliet, additional entertainment, retail, hotels, office/healthcare and multi-family.

JOLIET, IL —Plans to construct nearly 800 apartments along Joliet's Interstate 55 corridor have scaled back to the original design plans, according to Peoria-based Cullinan Properties. The Rock Run Crossings project marks one of the biggest mixed use developments in Joliet in decades.
"Since acquiring the property in 2015, Cullinan has communicated its efforts of support for the construction of the new I-55/Illinois 59 interchange, the relocation of Hollywood Casino Joliet, the project’s updated design and plans to meet the community’s demand for an upscale, mixed-use property," the company announced in this week's press release.
Construction for the first phase is projected to start in the spring of 2023 with tenants moving in during the fall of 2024. Phase two would happen between 2027 and 2028. The apartment units consist of mostly 1-bedroom and 2-bedroom units that will be marketed toward young professionals, as well as empty nesters looking to live in a mixed-use lifestyle community.

Amenities include a clubhouse, fitness room, business center, pool with cabanas and gazebo, pickleball courts, dog parks and connectivity to multi-use path, according to Cullinan.
During a recent meeting with Joliet and the Troy school district, Cullinan Properties said it sought to increase the scope of the multifamily development from the 570 units to approximately 760 units.

"However, Cullinan has notified the city that they have withdrawn the proposed 3rd phase of multifamily development from the PUD process and are only seeking approval to proceed with the original acreage and related unit count," Culinan announced in this week's press release.

The developers of Rock Run Crossings said the number of new Troy students for the initial 260-unit phase is projected to be 27 and an overall student count of 53 for the total planned 570-unit development.
“Though the multifamily component is only a small percentage of the total site acreage, it represents a key factor that will distinguish this project from other retail properties within the region," stated Matthew Beverly, CEO of Cullinan Properties.
Beverly also added that "Multifamily has been an integral element from the inception of our plan in order to meet the current requirements of retail, restaurant, and office users as they assess new locations, which has been demonstrated in the success of our other developments."
In October, Penn Entertainment announced it will be moving its Hollywood Casino from Route 6 to the new Rock Run Crossings development, closer to Interstates 80 and 55. Construction for the new Hollywood Casino Joliet is expected to begin sometime in 2023.
"The casino project has an estimated budget of $185 million and will combine state-of-the-art gaming with multiple high-quality dining options and 10,000 (square feet) of meeting and event space," Cullinan Properties announced. "Hollywood Casino Joliet will be a high traffic generating anchor tenant encompassing our vision for this project that will ultimately feature a variety of dynamic uses throughout, making Rock Run Crossings a vibrant addition to the surrounding community."
