ROCKDALE, IL — A 59-year-old Rockdale resident faces two criminal charges after Rockdale police say he kept a 56-year-old man chained to a pole down in his basement.

On Friday morning, Rockdale Police say they were asked to do a welfare check at a house in the 700 block of Central Avenue because someone notified them that a person may be chained up in the basement.

Sure enough, police say, a 56-year-old man was found chained to a pole in the basement of the house.

The man had approximately 3 feet of movement, and he had been chained in a small bedroom in the basement for the past two weeks to prevent him from running away, according to police.

Rockdale police took 59-year-old resident Dwayne Ned Jones into custody. He was charged with unlawful restraint and domestic battery, and bail was set at $75,000, according to Rockdale police.

"The victim is doing well at a local hospital," Rockdale police announced Monday on social media.

Rockdale Police Chief Robert Dykstra told a Chicago television station that the chained man "had a single-sized mattress, one sheet, a pillow and a milk jug to urinate in. When that was filled, he urinated on the floor."

Dykstra told Chicago's NBC station that the victim was only unchained to use the bathroom.

Jones posted 10 percent of his bail on Saturday afternoon to secure his freedom, jail logs show.
