Joliet Police Find Bulge In Man's Sock, 2 Arrested: Cops

JOLIET, IL — One of Joliet's highest crime areas for many years has been the Riverwalk Homes Apartments along Broadway Street and this week, a man and a woman who have no business being on the property were taken away in handcuffs, their Joliet police arrest logs show.

According to police spokesman Dwayne English, at 9:22 p.m. on Tuesday, officers in the area of Riverwalk Homes Apartments observed Jeffrey Van Ningen, 51, of Joliet and Clara Cerrone, 42, of Crest Hill leaving an apartment building in the 300 block of North Broadway Street.

Officers recognized both individuals from prior contacts and knew they did not reside at the complex, English said.

Officers approached Van Ningen and Cerrone and observed a bulge in Van Ningen’s sock. Van Ningen attempted to conceal and remove the item with his opposite foot before officers placed him in handcuffs, police said.

A search revealed suspected crack cocaine concealed in both socks, English revealed. Joliet police said that both of them were trespassing on the property. Cerrone was taken into custody without incident. During a search, officers recovered suspected heroin and a glass pipe commonly used to ingest narcotics, English noted.

Van Ningen was charged with possession of a controlled substance and criminal trespass to state-supported property. Cerrone was charged with possession of a controlled
substance, possession of drug paraphernalia and criminal trespass to state-supported property.

Both were processed at the Joliet Police Department and released on notices to appear in court.
