Zohaib Khan, Running as Write-In Candidate for Coroner’s Office

Coroner, by Illinois State Statute, is a Law Enforcement Officer that has same powers as Sheriff.

(55 ILCS 5/3-3007) (from Ch. 34, par. 3-3007)
Sec. 3-3007. Conservator of the peace. Each Coroner shall be conservator of the peace in his county, and, in the performance of his duties as such, shall have the same powers as the Sheriff.

Sec. 3-3008. Coroner to act when Sheriff prejudiced. When it appears from the papers in a case that the Sheriff or his Deputy is a party thereto, or from affidavit filed that he is interested therein, or is of kin, or partial to or prejudiced against either party, the summons, execution or other process may be directed to the Coroner, who shall perform all the duties in relation thereto, and attend to the suit in like manner as if he were sheriff; and the interests, consanguinity, partiality or prejudice of the Sheriff shall not be cause for a change of venue.

The difference between Coroner and Medical Examiner is that Coroner is a Law Enforcement Officer who is responsible for investigating the cause and manner of death, identifies the body, notifies relatives, handles personal belongings, maintain death records and files death certificates. Coroner also determines if foul play was involved in a person’s death.

Medical Examiner is a licensed doctor with medical degree also known as Forensic Pathologist that performs medical autopsies, conducts toxicology, documents evidence, collects medical history and provides expert testimony in court. A Nurse cannot perform Medical Examiner’s duties.

As Coroner’s Office is a Law Enforcement Agency, a degree in Criminal Justice is extremely useful in performing Coroner’s duties since majority of the work revolves around judicial investigations and legal framework. (Reference)

Coroner’s Investigation must be impartial and cannot be influenced or interfered by anyone not even by the Oligarchical political system. Oligarchy is a rule of the few that govern for their own benefit and interest. Sometimes it may include a Mayor, Police Chief, States Attorney, Sheriff and Coroner itself.

Here’s an example of perfect Oligarchy – Blue Wall of Silence being higher than the Constitution.

If a Police Officer dies because of fellow drunk Police Officer then the Police Chief, States Attorney, Sheriff, Coroner and State Police do their best to keep that drunk Officer on payroll, also known as taxpayers’ dollars. Minimum magnitude of law is applied when Judge exonerates that drunk Police Officer and sets an unfair example.

Another example of an Oligarchy

If a dying suspect’s cause of death is expedited by assault and battery by Police Officer such as slapping and using profanity, then the Coroner prolongs that investigation. The Coroner and States Attorney demonstrate no accountability for that Police Officer’s contributive actions of slapping and profanity, also known assault and battery.

Another example of Oligarchy.

If a Mayor commits battery, assault, and mob action on an ordinary person, he doesn’t get to be suspended. Instead of having the Mayor suspended, until ongoing investigation is completed, the City Mayor jeopardizes the fairness and integrity of the investigation by allowing Mayor to remain in the office.

If elected as your Coroner, instead of relying on Will-Grundy Crimes Task Force, I will develop my own independent third party called, “Coroners Major Crimes Task Force” in which I will appoint my choice of States Attorney, Police Chiefs, Law Enforcement officials including Crime Scene Technicians to preserve the integrity and fairness of investigations.

According to Police Officers’ Oath, they are supposed to serve, protect, and hold everyone equally accountable for their actions. If a Police Chief is corrupt and commits evidence tampering, then any Police Officer can arrest their Chief. If States Attorney does not hold Police Chief accountable, then a Police Officer can obtain an arrest warrant from the Judge to have that States Attorney arrested and have his/her law license suspended. If a Sheriff is unethical then Deputy Sheriff can arrest the Sheriff to maintain accountability.

It is not allowed for Police Officers to act in zoological manner by slapping and using profanity towards anyone. If Police Officers can engage in Jurassic behaviors, then one can predict how disastrous and catastrophic Judges’ behaviors can be in courtroom. No law in the world allows Police Officers to act in such an unauthoritative and prohibited manner.

Civilizations and Dynasties have collapsed in the past because mankind was unfair and corrupt towards each other. They began to manipulate and coerce laws unfairly based on status class. History is full of ruined political empires that exercised discretional accountability, meaning least amount of law applied to public officials and highest magnitude of law for ordinary people.

Edmund Burke, a philosopher once said “The only thing necessary for evil to succeed in society is when good men do nothing”.

This is why I am running for the Coroner’s Office, to make sure investigations are conducted fairly without any political influence, and proper perpetrators are held accountable.
