Jelic then said he warned the man he could "hop the f--- out and beat the s--- out of you, and you go f--- yourself," police said.
The other driver reported that Jelic displayed a gun, but Jelic said he did not have one, police said. A search of Jelic's car yielded no weapons, the report said.
Jelic said the other man may have mistaken the tattoos on his arm for a gun.
Jelic followed the man for a few blocks. Asked why he did, Jelic said he was angry, according to the report.
When police were interviewing the other man, Jelic drove by. Jelic was stopped shortly afterward.
By the other man's account, Jelic wielded a black semiautomatic pistol and warned, "I could f------ kill you," police said.
Jelic was released on bond.
