In an interview, Jim Novosel, Westchester's community development director, said the village has received a letter of intent from Culver's.
The village bought the land years ago for developmental purposes, he said.
The land is in a tax increment financing district. That's where growth in property taxes is reinvested in the district for things such as infrastructure.
According to Westchester's website, the developer is La Grange-based XCeed Commercial Real Estate.
The village is negotiating with a second developer for the other part of the 3-acre site, Novosel said.
"We don't know the end users at this time," he said.
