Child Endangered By DUI; Hit-And-Run Left License Plate: Blotter

Incidents and arrests from the Lake Forest and Lake Bluff police blotters from Oct. 5 - Oct. 11.

LAKE FOREST, IL — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

Ralph F. Dunn, 52, of the 600 block of Basil Road in Lake Bluff, was arrested around 5 p.m. on Oct. 3 in the 300 block of West Washington Avenue and charged with driving under the influence of alcohol, illegal transportation of alcohol and endangering the health of a child.

Laura M. Ragan, 27, of the 2500 block of Berkshire Court in Gurnee, was arrested around 6:45 p.m. on Oct. 4 and charged with retail theft of $424.22 worth of items from the Lake Bluff Target at 975 Rockland Road on about 10 occasions in September and October. Store staff said she usually came in early in the evening and purchased a few items in the self-check-out lane before stealing other merchandise.

Jose L. Hernandez, 31, of the 5700 block of West Byron Street in Chicago, was arrested at 11:38 p.m. on Oct. 5 and charged with driving under the influence of alcohol following a traffic stop near the intersection of Route 41 and Gage Lane. Officers received a 911 call about a Jeep driving all over the road. Police witnessed it violate several laws and pulled it over. The driver, Hernandez, showed signs of being drunk and admitting to drinking beer. After failing field sobriety tests he provided a breath sample indicating his blood alcohol concentration was 0.146 – nearly twice the legal limit.

A 33-year-old Zion woman was arrested shortly before 2 a.m. on Oct. 6 and charged with driving with a suspended license following a traffic stop in the area of Route 41 and Westleigh Road. She was also issued citations for driving without insurance and with expired registration.

A 36-year-old Chicago man was arrested shortly after 3 a.m. on Oct. 6 following a traffic stop in the area of Route 41 and Route 22 and issued citations for speeding 65 mph in a 45 mph zone, possession of cannabis and possession of drug paraphernalia.

Dieonte A. Lee, 34, of the 400 block of North Leamington Avenue in Chicago, was arrested at 8:17 a.m. on Oct. 6 on an active Cook County probation warrant after he was pulled over in the 200 block of Skokie Highway for speeding 75 mph in a 55 mph zone. He was also charged with driving with a revoked license and ticketed for speeding.

William Amor, 52, of the 900 block of Butrick Street in Waukegan, was arrested at 7:25 p.m. on Oct. 6 and charged with hit-and-run and driving with a suspended license after police were called to the scene of a traffic crash at the intersection of Route 41 and Old Elm Road. A driver at the scene told officers she had been rear-ended by a black Toyota which then fled the scene. Police discovered the Toyota's front license plate at the scene and contacted the registered owner, Amor. Officers determined he was driving at the time of the crash without a valid license.

Scott J. Gould, 59, of the 0-100 block of June Terrace in Lake Forest, was arrested at 11:55 p.m. on Oct. 7 in the 500 block of Sheridan Road after officers responded to a 911 call from Lake Forest College about a road rage incident involving a pizza delivery drier. Officers determined Gould followed the driver onto the campus, got out of his car, yelled at the delivery driver and kicked his car because he was unhappy with the man's driving. The driver called 911 and drove to the police station while Gould continued to follow him. After speaking to both motorists, police charged Gould with disorderly conduct.
