LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

Frank Visconti, 56, of the 13500 block of Lucky Lake Drive, Lake Forest, was arrested July 7 on a felony deceptive practice warrant issued June 21 in connection with an allegation that he passed a bad check in the 200 block of East Wisconsin Avenue in December 2020. Police said a $1,398 check to a vendor for business expenses was never paid, and officers obtained the warrant after determining the account had insufficient funds to make the payment. He is due in court for a status hearing Aug. 30.

Giovanni Norena, 25, of the 1900 block of West Superior Street, Chicago, was arrested on July 6 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after police were dispatched to a one-car traffic crash at the intersection of Route 41 and Route 60. Norena, the driver and solo occupant of the car, was unable to explain how the crash had occurred — but he did remember having three Bud Lights at a Chicago Cubs game before getting kicked out for yelling and acting rowdy. Officers reported Norena said he had gone out for a drive after the game and was on his way back to his North Side home. Police conducted some field sobriety tests and determined Norena was not sober enough to drive. He late provided a breath sample indicating a BAC of 0.155, nearly twice the legal limit for intoxication.

Gabriel Garcia-Trujillo, 25, of the first block of North St. James Street, Waukegan, was arrested around 3:30 a.m. on July 8 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after police on patrol noticed him asleep behind the wheel of a stationary silver Nissan Altima near the intersection of Waveland and Green Bay roads. Police reported he smelled of alcohol and appeared confused when awoken by officers and showed signs of being drunk. Following his arrest, he provided a breath sample indicating his BAC was 0.13 He was also issued a citation for driving an uninsured motor vehicle.

Brannon Williams, 43, of the 2600 block of Sycamore Drive, Waukegan, was arrested around 12:45 a.m. on July 11 after a police radar registered him driving at 75 mph on Route 41. He was charged with felony driving with a suspended license after police determined he had at least 10 prior arrests for driving with a suspended or revoked license. He was also issued citations for operating an uninsured motor vehicle and speeding.

Jeremy Zavell, 46, of the 2800 block of 2nd Street, Peru, was arrested on a deceptive practices warrant issued in February in connection with an investigation into whether he wrote bad checks to businesses in Lake Forest in November 2020. Police said he is charged with purchasing $904 worth of clothing from a local merchant using a check from an account he had already closed. He was due to be arraigned on the charge July 29.

A 30-year-old Libertyville man was arrested around 3:30 a.m. on July 16 and charged with driving with a suspended license following a traffic stop at Route 41 and Westleigh Road. He was also issued a citation for driving with revoked registration.

A 35-year-old Waukegan man was arrested around 1:45 a.m. on July 17 and charged with driving without a valid driver's license. He also had an active arrest warrant stemming from an allegation he failed to appear in McHenry County court.

Marc Izoteco, 22, of the 1600 block of Boardman Street, Waukegan, was arrested around 7 a.m. on July 18 and charged with unlawful possession of a controlled substance and possession of cannabis by a driver and driving without a valid license after officers were dispatched to a report of a car with a sleeping driver stopped in traffic. Officers reported having trouble waking up the driver, Izoteco, and noticed cannabis inside the car. After shutting off the car and removing the driver, police reported finding a small amount of suspected narcotics in his pocket.
