Passenger Eats Drugs, Teen Hospitalized For Drinking: Lake Forest Crimes

LAKE FOREST, IL — The following information comes from the Lake Forest Police Department as a record of police activity. Readers are reminded that an arrest is not an indication of guilt and criminal charges are often dropped or reduced. All persons named are innocent unless proven guilty in a court of law beyond a reasonable doubt.

INCIDENTS

FLEEING STOLEN VEHICLE

Lake Forest police noticed a blue Chevrolet sedan driving around Deerpath and Waukegan roads around 3:15 a.m. on July 7. Police said they tried to pull the vehicle over for an undisclosed reason, and the Chevy sped away. Police issued an alert with the state police, and the vehicle was found a short time later in Highland Park, abandoned with the keys in the ignition. Police learned the vehicle had been stolen from the Aurora area. Police found several small tactical-style flashlights, various drug paraphernalia and a 9 mm handgun inside the abandoned car. Police said there were no known suspects.

MOTOR VEHICLE THEFT

Police were called to the 800 block of High View Terrace around 10:30 a.m. on July 7 after a homeowner reported their white Dodge Caravan had been stolen from their driveway during the overnight hours. Police determined the van had been left unlocked with the keys inside. During the same night, two other nearby residents reported people entering their unlocked vehicles, which had been rummaged through with only small items taken. Police said the Dodge had not yet been recovered and there were no immediate suspects.

ARRESTS

DUI

Tobin J. Flavin, 41, of the 300 block of Scranton Avenue in Lake Bluff was arrested July 9 at 10:21 p.m. at the intersection of Deerpath and McKinley roads and charged with driving under the influence of alcohol. Police said they had been notified of a single vehicle crash in the area in which a vehicle left the road and struck tree. Police arrived on scene and spoke to the driver, identified as Flavin, who admitted he had been drinking, police said. Subsequent to the police investigation, statements made at the scene and Flavin’s performance of standardized field sobriety test, he was arrested for driving under the influence of alcohol, transported to the Public Safety Building where he was processed, released on bond and given court date of Aug. 25 in Waukegan.

DUI / ILLEGAL TRANSPORTATION OF ALCOHOL

Christian C. Dunning, 20, of the 1000 block of N. Jackson Street in West Frankfort, was arrested July 9 at 7:53 p.m. and charged with driving under the influence of alcohol and illegal transportation of alcohol. Police said they were called to Forest Park to investigate two people sleeping in a car. Police on scene saw several 24 oz. beer cans on the center console and floor of the car before speaking to the occupants. Dunning and a female passenger were in the car, and police said when they asked to speak with him, he used the keys to start the vehicle and then rolled down the windows. Police smelled alcohol on his breath, noticed his eyes were read and glassy and his speech was slurred. Police said he admitted to drinking beer and failed field sobriety tests. He was arrested, processed and released with a court date of August 25 in Waukegan.

POSSESSION OF CONTROLLED SUBSTANCE

Jamal A. Mitchell, 36, of the 1900 block of Dugdale Road in North Chicago, was arrested July 9 at 1:37 a.m. at the intersection of Route 41 and Westleigh Road and charged with unlawful possession of a controlled substance and unlawful possession of cannabis. Police said they were investigating a driving complaint of a car speeding and swerving. Police stopped a dark gray Chrysler. After speaking to the driver and passenger, police said the passenger, identified as Mitchell, ingested narcotics he had been holding. Police called the Lake Forest Fire Department and took him to the hospital but soon after Mitchell was released from the emergency room, he was charged.

UNDERAGE DRINKING

A 16-year-old Lake Forest girl was cited for consumption of alcohol on July 4. Police on foot patrol during the 4th of July Fireworks event found the girl at Deerpath Middle School and said she appeared heavily intoxicated and had trouble standing. Police said she had the smell of alcohol on her breath and began voming. The Lake Forest Fire Department was called and the teen was taken to Northwestern Lake Forest Hospital. Her parents were notified and she was issued an administrative citation.

SUSPENDED LICENSE

A 20-year-old Lake Forest man was arrested on July 3 at 11:56 a.m. in the 700 block of Woodlawn Avenue and charged with driving while his license was suspended. Police said they were called to the scene of a traffic accident and learned he had been at fault and driving on a suspended license. He was cited for failure to yield and a suspended license and given an August 1 court date in Park City.
