Teen Charged With Drug Dealing; Felony DUI Arrests: LF Blotter

Stolen cars, lack of breathalyzer leads to charge and an accused drunk driver does over 100 mph on the Lake Forest PD blotter for Aug. 7-22.

LAKE FOREST, IL — The following information comes from the Lake Forest Police Department and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

Multiple unlocked cars were burglarized from driveways around Lake Forest and Lake Bluff during the overnight hours of Aug. 12 and 13. Three were stolen, although one was recovered in another part of town.

A Ford truck was stolen from Alden Lake and later found abandoned on East Rose Terrace, from where a Mercedes sedan and a Volkswagen SUV were reported stolen. All three vehicles had their keys left inside.

Cars were also reported ransacked on Basswood Road, North Waukegan Road and Suffolk Lane and burglars searched for valuables. In at least one case, police learned a stolen garage door opener had been used to get into a home's attached garage.

ARRESTS/CITATIONS

Zechariah C. Chaffee, 18, of the 700 block of Autumn Oaks Court in Volo, was arrested at 12:28 a.m. on Aug. 6 and charged with felony delivery of 30 to 500 grams of cannabis and misdemeanor possession of drug paraphernalia following a traffic stop on Green Bay Road at Linden Street. The 16-year-old Lake Forest girl who was a passenger in his car was issued a curfew citation. Police smelled marijuana coming from the car and noticed two glass pipes in the center console after pulling over the car Chaffee was driving. A search turned up a digital scale, about 25 small clear plastic baggies, more smoking pipes and a large, unopened bag with a sticker indicating it contained medical cannabis from California.

David R. Elfering, 36, of the 37000 block of George Court in Lake Villa, was arrested at 2:08 a.m. on Aug. 10 and charged with aggravated driving under the influence and driving with a revoked license following a traffic stop at Route 41 and Westleigh Road. Police pulled him over due to hazardous driving and smelled booze on his breath. He was arrested after officers administered some standard field sobriety tests. Prosecutors approved a felony charge due to previous DUI convictions and driving on a license that had been revoked for a previous DUI.

Luis A. Maldonado-Juarez, 25, of the 2200 block of Marshall Parkway in Waukegan, was arrested at 10:21 a.m. on Aug. 10 and charged with operating a motor vehicle without a breath alcohol ignition interlock device (BAIID) as required, a felony, following an investigation into a traffic crash in the area of Middlefork Drive and Acorn Trail. Maldonado-Juarez was reportedly driving a pickup that did not have the breathalyzer device installed and backed up into a black Porche.

Luis A. Rodriguez-Lopez, 23, of the 5400 block of South Artesian Avenue in Chicago, was arrested at 5:12 a.m. on Aug. 11 and charged with driving under the influence and speeding 105 mph in a 55 mph zone. Police responded to multiple 911 calls about a black Porsche SUV swerving on Route 41. Police found the vehicle speeding and swerving in road and pulled it over. After speaking with the driver, police immediately smelled alcohol and Rodriguez-Lopez was arrested after performing field sobriety tests.

Zachary A. Powell, 25, of the 500 block of Catalpa Drive in Round Lake, was arrested at 3:03 a.m. on Aug. 16 following a traffic stop in the 900 block of West Everett Road and charged with driving under the influence, two counts of aggravated DUI, possession of a stolen vehicle and a Wisconsin warrant.
