I live on Elaine Place and can see into the courtyard of the space that until summer 2013 was Gitano Tapas, 3445 N Halsted St. For the past four weeks there have been tractors and equipment movers and guys who sit around and do nothing, from early morning until I leave for work around 9 and then when I return at 3 they're still there, doing basically nothing. The backyard looks like a prime place for rat infestation and mosquitos to breed. What's going on there?
