Day 6: Who's to Blame for the Illinois State Budget Stalemate?

It’s the first full week of July and still there is no state budget in place. With neither Gov. Bruce Rauner nor House Speaker Michael Madigan willing to concede in the budget battle, Greg Hinz at Crain’s Chicago Business says the state’s major political power players are doing what has become expected of politicians in a system that doesn’t work.

[Chicago Mayor Rahm] Emanuel is trying to run a city that doesn’t have enough money to function, appealing for help to a state government that also doesn’t have enough money. Hinz says Cook County Board President Toni Preckwinkle appears to have lost sight of her reform-minded roots as she pushes for an increase in property taxes.
