Debtholders on Wall Street are skeptical of Gov. Bruce Rauner’s plan to close the $6.2 billion budget deficit in the coming fiscal year.

Rauner stated spending cuts and reform must happen before there is any discussion of new revenue, but bond raters in New York say the new Republican governor won’t have the flexibility to rely on deep cuts without taking in new revenue.

Dozens of states across the country are facing significant shortfalls, and some GOP chief executives want to impose new taxes or increase existing ones.
