Four years ago the people of Chicago elected someone who promised to make the tough decisions required to turn the city around. But those tough calls have infuriated many of those who enthusiastically and overwhelmingly supported Mayor Rahm Emanuel in 2011.
For the first time in Chicago history, Emanuel has been forced into a runoff election against Jesus “Chuy” Garcia, a Cook County Commissioner with far less name recognition – and money.
