MOKENA, IL — A Frankfort business owner who police say accidentally shot himself and then barricaded himself inside his Mokena home earlier this month was indicted Thursday on the gun charges against him, according to court records.
Scott T. Sumrall, 40, was arrested May 15 and charged with two felony counts of possession of a firearm without the requisite firearm owner’s identification card, one felony count of reckless discharge of a firearm, and five counts of possession of firearm ammunition without the requisite firearm owner's identification card. A grand jury on Thursday indicted him on all counts, records show.
State records show Sumrall as the owner of Hearing and Balance Specialists of Illinois in Frankfort.
On the evening of May 5, police were called to a home in the 10500 block of Sharon Lane regarding a man—now identified as Sumrall—who had accidentally shot himself.
A police incident report details that a woman known to Sumrall had gone to the home to check on him and found him bleeding from a self-inflicted gunshot wound to the thigh. Dispatchers told police that Sumrall allegedly threatened to shoot the woman, who then left the home and called police.
The woman told police at the scene that Sumrall was intoxicated and had shot himself in the leg. She told police he appeared to have lost a lot of blood. Police attempted to make contact with Sumrall, who refused to come out of the house and refused to speak with police, Police Chief Brian Benton said.
The witness told police Sumrall was still armed and that there were at least two firearms inside the residence. The woman told police that authorities had previously removed Sumrall's long guns from the home, according to the incident report.
Officers ran the subject through LEADS and learned that he had a revoked Firearms Owner Identification Card.
With Sumrall shot, intoxicated and still armed, police said crisis negotiators were called. Sumrall would only speak with police while out of sight, the incident report states.
A standoff lasted several hours before police said Sumrall was eventually taken into custody without incident. According to officials, he was taken via ambulance and under guard, and told police that he had been cleaning his gun when he accidentally shot himself.
According to police, Sumrall reportedly made several statements to police that he had "fired a .45 caliber into his thigh," leading police to believe he was an imminent threat to himself or others.
An arrest warrant was issued May 7. Sumrall remained hospitalized until May 15 and was arrested once he was released, Benton said.
In court May 18, prosecutors sought to keep Sumrall in custody until trial; their petition was denied and he was released.
On May 21, he was again ordered released until trial. Conditions of his release include that he cannot leave the State of Illinois without the court's permission, must report immediately to pretrial services and continue to report as directed by pretrial services, no firearms or dangerous weapons, surrender all firearms, firearm ammunition, or other dangerous weapons and surrender FOID/CCL, according to Laura Byrnes, Assistant State's Attorney with the Will County State's Attorney's Office.
His arraignment is set for July 7.
