According to the Illinois State Police Sex Offender Registry, Rush was convicted of aggravated sexual abuse of a minor between the ages of 13 and 17 when he was 19 years old. He is categorized as a sexual predator and also has convictions for violating the sex offender registry, failing to report annually and failing to report a change of address.

Police were called to an apartment in the 700 block of Inland Circle just after 4:30 a.m. for a report of a break-in. When police got to the scene, the resident told them Joseph C. Rush, born in 1990, who is known to the victim, had broken in, a news release said.

Police say Rush entered the third-floor apartment through a balcony door and then assaulted the resident, who declined medical treatment for injuries that were reported to be minor.
