City Council To Weigh Liquor License Amendment For Heinen's

The amendment would allow shoppers to drink beer and wine that they purchase at Heinen's on the store's patio.

NAPERVILLE, IL — On Tuesday, the Naperville City Council will review a proposed ordinance amendment that would allow shoppers at Heinen's to drink beer and wine on the store's patio. The proposal got a unanimous recommendation from the city's liquor commission at its Feb. 5 meeting.

Heinen's was approved in April 2025 for a Boutique Market (G2) Liquor License allowing the Chicago Avenue store to offer self-serve wine and beer that customers can drink in the cafe area. Customers are limited to two drinks each, per the ordinance.

The amended ordinance would extend the service area of the "boutique market" onto an existing patio area that customers can enter via the store.

The liquor commission's recommendation of the ordinance amendment calls for "continuous video monitoring and supervision by a BASSET-certified employee" in the patio area, along with added fencing to meet requirements of Naperville's Transportation, Engineering and Development Department.

The City Council meeting is planned for Tuesday, March 3, at 7 p.m. at Naperville Municipal Center, 400 S. Eagle St., Naperville.
