Drugged Driver Flees On Foot: Niles Police Reports

NILES, IL — The following information comes from the Niles Police Department as a record of police activity and those arrested by police. Criminal charges represent merely accusations by the state and are often dropped or reduced. All persons named are innocent unless proven guilty in a court of law.
INCIDENTS
RETAIL THEFT

Around noon on Aug. 31, a man and a woman entered a store in the 9600 block of Milwaukee Avenue and took two X-Box controllers. When they were confronted by staff, they gave up the video game paraphernalia and fled the scene.

An ex-boyfriend was reportedly sending harassing text messages to a person in the 6600 block of West Wood River Drive between July 24 and Aug. 31.
IDENTITY THEFT
A resident in the 9200 block of Woodland Drive told police he received a letter for a past due bill for a 2015 vehicle from Chrysler Capital. Police were told a known person may have used the resident's identity to buy a car.
RETAIL THEFT
On Sept. 1, employees at the Home Dept, 901 Civic Center Dr., witnessed an unidentified man appearing to be between 20- and 30-years-old take two Dewalt combo kits and a Flexvolt Impact hammer drill worth $750 from display shelves, leave the store without paying and flee in a light colored vehicle.
THEFT
A white Schwinn Discover women's hybrid bicycle was stolen from a condominium in the 6700 block of Milwaukee Avenue on Sept. 2 shortly after midnight. The suspect was described as a boy wearing a t-shirt, shorts and a backpack.
THREAT
An employee of a retail store in the 5600 block of Touhy Avenue was terminated from the company. On Sept. 2, police were told the employee's father came to the store and asked to speak with the manager. When the manager responded to the front of the store, the man who claimed to be the father of the employee told her, "OK, I just wanted to know what you look like." The manager told him she was calling 911 and the man entered a dark colored four door car and left.
NEIGHBOR DISPUTE
On Sept. 2, a resident in the 8900 block of West Heathwood Circle is having ongoing issues with neighbors in connection with allegations of "loud partying and excessive alcohol consumption."

On Sept. 3, a resident in the 9200 block of North Woodland Drive complained of ongoing issues including "loud partying and excessive alcohol consumption" by his neighbors.
STOLEN CAR?
A resident in the 6800 block of Milwaukee told police a 2012 Toyota Camry had gone missing. The car was later located as towed by Illinois State Police at 43rd Street and Wentworth. It had no keys inside. The investigation is pending.
THEFT
An employee at Sky High Spots in the 6400 block of Howard reported that someone stole a red iPhone 7 from the counter as she helped a customer.
THEFT
Someone entered a condominium garage around 10 p.m. on Sept. 5 and stole a Konrad KOSC bicycle, police were told.
THEFT OF MOTOR VEHICLE PARTS
On Sept. 5, police found a vehicle in the 9700 block of Fox Glen Drive propped up on four bricks. All four rims and tires were missing and the lug nuts from the wheels were left on scene. The investigation is pending.
ARRESTS
UNLICENSED DRIVER
A 51-year-old Niles woman was arrested Aug. 31 at 12:54 a.m. in teh 6700 block of Milwaukee Avenue and charged with driving without a valid license after she was stopped for an equipment violation. She was also cited for not having insurance or a registration light.
CANNABIS
A 23-year-old Chicago man was arrested at 12:01 a.m. on Aug. 31 in the 6700 block of Milwaukee Avenue after "driving through a traffic enforcement zone with a strong odor of cannabis coming from the vehicle." Police searched the car with a dog and found 56 grams of marijuana under the front seat.
SUSPENDED LICENSE
A 45-year-old Chicago man was arrested Sept. 1 in the 8900 block of Milwaukee Avenue after police pulled him over for speeding and found his license had been suspended.
DISORDERLY CONDUCT
An 18-year-old woman from Niles and a 19-year-old man from Lake Forest were issued local ordinance citations for disorderly conduct at the McDonald's, 8460 W. Dempster St., on Sept. 1 after they allegedly caused a disturbance.
CANNABIS
A 32-year-old Chicago man was issued a local ordinance citation on Sept. 1 for possession of cannabis in the 6900 block of North Rosemary Lane after he was reportedly found with four grams of marijuana.
THEFT
A 17-year-old Niles boy was issued a local ordinance citation after he reportedly took a shirt valued at $70 from a vendor at a festival in the 8500 block of West Church Avenue on Sept. 1.
DUI
Andrei Plamadeala, 32, of the 5400 block of North Artesian Avenue in Chicago, was arrested in the 7200 block of Milwaukee Avenue on Sept. 2 and charged with driving under the influence after a traffic crash. He was also cited for failing to reduce speed to avoid a crash.
SUSPENDED LICENSE
A 23-year-old Chicago woman was pulled over for using a cell phone while driving in the 8800 block of Milwaukee on Sept. 2 and found to have a suspended license.
WARRANT
Dale Carmer, 28, of the 10300 block of Dearlove Road in Glenview, was arrested Sept. 3 by the Kane County Sherriff's Department and later turned over to Niles police on a warrant for a criminal damage to property charge.
SUSPENDED LICENSE
A 39-year-old Niles man was arrested Sept. 3 in the 8000 block of Harlem Avenue and found to have a suspended license after reportedly running a stop light.
DUI
Daryl R. Miceli, 63, of the 8500 block of Oleander Avenue, was arrested Sept. 3 in the 8550 block of Golf Road and charged with driving under the influence of alcohol with a blood alcohol content about 0.08 after a traffic crash.
DISORDERLY CONDUCT/CANNABIS
A 26-year-old Elmwood Park man was arrested Sept. 3 in the 6800 block of Milwaukee Avenue and issued local ordinance citations for disorderly conduct and possession of less than 10 grams of cannabis.
DRUG PARAPHERNALIA
A 25-year-old Chicago man was arrested Sept. 4 in the 200 block of Golf Mill Road and charged with possession of drug paraphernalia after police approached him in a vehicle they deemed suspicious.
HIT AND RUN DUI
Christopher T. Phillips, 26, of the 5400 block of North Lotus Avenue, Chicago, was arrested Sept. 4 in the 8300 block of Milwaukee Avenue and charged with aggravated DUI (a felony) due to a revoked or suspended license, driving under the influence of drugs, driving with a suspended license and leaving the scene of a crash involving property damage.

NO LICENSE
A 59-year-old Des Plaines man was arrested on Sept. 5 in the 8600 block of Dempster Street and charged with not having a valid license after police pulled him over for disobeying a stop sign.
