Urination, Threat Lead To Drug, Assault Charges: Niles PD Blotter
Niles Police Department incidents and arrests between Aug. 4 and Aug. 16.

NILES, IL — The following information comes from the Niles Police Department as a record of police activity and those arrested by police. Criminal charges represent mere accusations by the state and are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. All persons named are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
INCIDENTS
RUSE BURGLARY
A resident in the 9300 block of North Greenwood Avenue reported around 2:30 p.m. on Aug. 3 that two men showed up at his front door and said they were there to do yard work. One of the men got him to come into the backyard while the other disappeared. After a few minutes, the man he was talking to answered his phone and began to leave, and he noticed both men leave in the same white, 4-wheel-drive vehicle headed south on Greenwood. A resident later noticed a bedroom had been ransacked and a safe pried open with a large amount of cash and jewelry stolen.

HOME BURGLARY
A resident in the 8100 block of West Davis Street reported at 3:09 p.m. on Aug. 3 that someone had broken into their home, rummaged through several rooms and stolen various electronics and car keys.
DOMESTIC VIOLENCE
Police were informed of an incident domestic battery that occurred around 4 p.m. on Aug. 6 in a moving vehicle in the 7200 block of Milwaukee Avenue. A woman told police she had been involved in an extra-marital affair with a man for about a year. While driving down Milwaukee Avenue with him, she received a call from her cousin and the man got angry, grabbing her phone and slapping her in the face. She said they later went to a hotel in Chicago, where the man sexually assaulted her. Chicago police are investigating the report of criminal sexual assault.

THEFT
A resident in the 8400 block of West Madison Drive reported on the evening of Aug. 7 that he believed a woman he met at a Chicago nightclub stole a safe from his closet on Aug. 5 after coming over to his home for drinking and a romantic encounter. He reported he did not remember her name or remember anything that happened after they began to kiss. After awakening in a daze the next day, he noticed his closet had been rummaged through and his safe, containing a large amount of cash and the titles to multiple vehicles, was gone.
THEFT
A resident of a senior living facility in the 8900 block of West Golf Road reported on the afternoon of Aug. 10 someone stole cash, a diamond necklace and other jewelry from their dresser. The resident told police that a different cleaner had been in her residence over the past two weeks.
DECEPTIVE PRACTICES
Police were called to a currency exchange in the 7500 block of North Milwaukee Avenue on Aug. 15 for a report that someone had cashed a check for $120 on July 23 from an account that had been closed. A few days later the currency exchange was contacted by the person whose name was on the check and informed that many of their checks had been stolen by a cleaning lady who had been cashing the stolen checks at various currency exchanges.
ARRESTS/CITATIONS
August J. Whittington, 19, of the 8000 block of North Oriole Avenue in Niles, was arrested at 1:42 a.m. on Aug. 3 on the street in the block of his home and charged with driving under the influence of a combination of drugs. Police noticed him swerving over the center line and nearly striking vehicles as he attempted to parallel park in a vehicle with its bumper hanging down and scraping against the road. A police K9 located a small empty bag and Whittington reportedly admitted to using multiple types of recreational drugs before his arrest.
Bancarden P. Mateos, 30, of the 8200 block of Elizabeth Avenue in Niles, was arrested at 1:26 p.m. on Aug. 3 in Washington Park, 8884 N. Washington St. He walked up to two children while they were getting a drink from a water fountain, and they walked away toward the swings. Later, they asked him for $5. He told them he only had $10. But he also undid his pants and had his genitalia in his hand. "Do you want to suck it," he said. When police arrived, they were able to identify Mateos and arrested him.
Abraham Camargo, 24, of the 400 block of Martin Avenue in Waukegan, was arrested at 11:05 p.m. on Aug. 4 in a parking lot outside a nightclub in the 8500 block of West Golf Road. Police were called about a threat to a couple who had yelled at a group of people for urinating on a nearby tree. One of the urinating group yelled "I will stab you and your dog," and made gesture indicating cutting someone's throat. Police took Camargo into custody and found a white powder on his hands and wallet. It tested positive for cocaine. He was charged with misdemeanor assault and possession of a controlled substance.
Filip W. Zbroinski, 21, of the 9400 block of Greenwood Drive in Des Plaines, and Leon J. Fountain, 23, of the 6800 block of West Kedzie Street in Chicago were arrested shortly after 1:45 a.m. at the Jewel-Osco, 8730 W. Dempster St. after five men walked into the store and went to liquor aisle. Zbroinski then walked out with two two bottles of Jewel-brand liquor worth $14. While they were leaving, Foutain threatened store staff, saying he was "going to beat his ass." Another member of the group, a 24-year-old Des Plaines man, was issued a trespassing citation because he had been banned from the Jewel.
Colleen M. Maloney, 41, of the 900 block of Hinman Avenue in Evanston, was arrested at 2:54 a.m. on Aug. 5 in the 9300 block of N. Milwaukee Avenue and charged with driving under the influence of alcohol, DUI with a blood alcohol concentration of 0.08 or greater. A motorist called 911 to report a car swerving all over the road and began to follow it. An officer pulled over the driver, who smelled strongly of alcohol and had bloodshot eyes. Maloney reportedly told police she did not know how many drinks she had consumed. A field test indicated a blood alcohol concentration of 0.191 before a more reliable test at the station showed a BAC of 0.208 – more than 2 1/2 times the legal limit. She was also issued citations for improper lane usage and operating an uninsured vehicle.
James A. Lange, 35, of the 3700 block of South Giles Street in Chicago, was arrested at 5:32 p.m. on Aug. 5 at the Kohl's at 590 Golf Mill and charged with retail theft of less than $500. He reportedly was stopped from stealing items he put into a grocery store bag he brought with him into the changing room. He returned the stolen items but due to his history of shoplifting (the previous day Kohl's staff reported he was suspected of stealing about $127 in merchandise by cutting the tags off in the fitting room) police took him into custody and processed him at the station.
Mateusz Niedbala, 23, of the 3600 block of North Naragansett Avenue in Chicago, was arrested at 6:30 p.m. on Aug. 6 at the Lake County Jail on a bond forfeiture warrant connected to a DUI charge and transported to the Niles Police Department. He was also found to have a warrant issued by Cook County sheriff's police related to a charge of criminal damage to property.
Russell J. Reynolds, 53, of the 8800 block of North Prospect Street in Niles, was arrested at 8:30 a.m. on Aug. 11 on an arrest warrant issued by Cook County after being discharged from Lutheran General Hospital.
Jasmine Brown, 19, of the 0-100 block of Albert Street in Mount Prospect, was arrested at 2:46 a.m. on Aug. 11 near the intersection of North Cumberland Avenue and West Oakton Street and charged with obstructing identification after she was pulled over for speeding with no identification and gave police a false name.
Michael M. Bagley, 24, of the 6400 block of Lowe Avenue in Chicago, was arrested at 11:58 p.m. on Aug. 14 at the Jewel-Osco at 8730 W. Dempster St. and charged with retail theft after stealing a $40 bottle of brandy while paying for a single beer.
Kenrodia D. Giles, 28, of the 1300 block of North Northwest Highway in Park Ridge, was turned over to Niles police custody around 5:15 p.m. on Aug. 15 after being arrested on a shoplifting charge by Park Ridge police, who found she had three active arrest warrants issued by Niles police in connection with other retail theft charges.
