Witness Says Wisconsin Man Was Peeing On School Grounds: Northbrook Police Blotter

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.

DISORDERLY CONDUCT

William J. Kelly III, of Delevan, Wisconsin, is accused of disorderly conduct and was arrested at 10:26 a.m. May 6, in the 1800 block of Walters Avenue. Police said a witness had seen Kelly urinating on the grounds of a school and digging through the school’s garbage. Kelly admitted to the officers what he did but didn’t realize people could see him. A court date of May 29 was assigned.

RETAIL THEFT WARRANT

Te Arthur Hunt Jr., of Evanston, had a warrant out of Cook County for failure to appear in court for a retail theft charge and was arrested at 2:31 p.m. May 6, at Elm and Spruce avenues. Police were responding to the area where a solicitor was going door to door without a permit. The officer made contact with the Hunt, who said he didn’t realize he needed a permit. Hunt was taken into custody on the warrant charge and turned over to the Cook County Jail.

INCIDENTS

RETAIL THEFT

The manager of a beauty store in the 900 block of Willow Road reported at 3:56 p.m. April 29, two females had walked into the store and started placing various beauty products in their tote bags. The pair grabbed $1,326.00 worth of products and fled the store without paying. They were last seen driving away in a black sport utility vehicle.

CRIMINAL DAMAGE TO VEHICLE

The owner of a 2019 Honda reported at 9:07 a.m. April 30, that he had parked his vehicle on the the roadway in the 1100 block of Blackthorn Lane. When he returned the next morning, the passenger side of the vehicle had been keyed. The complainant did not know who did the damage.

CREDIT CARD FRAUD

• The loss prevention staff of a hardware store in the 1000 block of Willow Road reported on May 1 that someone had come into the store on Feb. 7 and Feb. 16 and made purchases totaling $4,969.76 with credit cards he did not own. The owners of the credit cards disputed the charges, saying someone had stolen their credit card information to make unlawful purchases. The staff provided video surveillance footage of the crime.
• An Ellendale Drive resident reported at 6:58 p.m. May 6, someone had accessed his credit card information and used it to purchase over $300 worth of sporting goods. They did not know how that information was obtained but they were able to cancel the credit card.

THEFT FROM VEHICLE

• The staff at a living facility in the 1000 block of Sunset Ridge Road reported at 10:50 a.m. May 1, someone had stolen the catalytic converter from the facility’s 2025 Ford bus. The exhaust part was worth $1,500.
• The staff at a storage facility in the 900 block of Skokie Boulevard reported at 11:31 a.m. May 1, someone had stolen the catalytic converter from underneath their 2016 Ford van. The exhaust part was worth $1,500.
• A citizen reported at 12:06 p.m. May 5, someone had stolen the catalytic converters from underneath his 2019 Toyota pickup in the 500 block of Skokie Boulevard. Each converter was worth $500.
• An employee of a business in the 300 block of Skokie Boulevard reported at 10:33 a.m. May 7, that someone had stolen the catalytic converter from the company's 2023 Toyota Tundra overnight when it was parked in their parking lot.

CRIMINAL DEFACEMENT

The staff at a park in the 1700 block of Techny Road reported at 11:26 a.m. May 2, someone had spray-painted graffiti underneath a walking bridge near the east side of the park. The graffiti was letters that did not spell any words.

THEFT

A resident in the 2100 block of Valencia Drive reported at 7:25 p.m. May 5, someone had stolen his son's Nishiki mountain bike after he left it parked and unlocked along their apartment building. The bicycle is worth $500.

RESIDENTIAL BURGLARY

A resident of the 2600 block of Quail Lane reported at 6:37 a.m. May 6, he had accidentally left his garage door open prior to going to sleep. When hewoke the next morning, he noticed someone had stolen several power lawn equipment from his garage. The person also had rummaged through his unlocked vehicle that was in the garage and stole approximately $5 in change. The power equipment is worth $3,114.

BURGLARY TO AUTO

A citizen reported at 5:05 p.m. May 6, someone had broken into their black Kia parked in the 1900 block of Raymond Drive and had stolen their credit cards and purse. In addition to stealing $600 out of the purse, the person had also used the stolen credit cards in various places in the Chicagoland area. The suspect also peeled the steering column on the car but was not successful in stealing the vehicle.

STOLEN VEHICLE

A resident in the 3100 block of Plum Island Drive reported at 4:56 p.m. May 7, he had rented out his 2017 gray Infiniti through an app service. After renting the vehicle to a customer, it had come time for the vehicle to be returned. The renter refused to return the vehicle, even after several attempts to contact her. The complainant wanted it reported stolen.
