Driver Struck With Weapon After Traffic Fight: Northbrook PD Blotter

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.

ARRESTS

RETAIL THEFT

Lawrence I. Moore, of Las Vegas, Nevada, and Siobhan R. Pollard, of Crystal Lake, are accused of retail theft, unlawful possession of theft detection device remover, and were arrested at 5:24 p.m. Dec. 30, in the 100 block of Skokie Boulevard. The loss prevention staff at the store said the duo cut the security devices off several bottles of perfume and walked out of the store without paying for them. They fled on foot, but the officers located them a few blocks away. A court date of Jan. 25 was assigned.

DRIVING UNDER THE INFLUENCE

  • Carolyn J. Parker, of Mundelein, is accused of driving under the influence of alcohol, improper lane usage, illegal transportation of alcohol, operation of an uninsured motor vehicle, and was arrested at 7:41 p.m. Dec. 30, in the 4100 block of Pamella Lane. A homeowner called police after seeing a vehicle parked on his lawn and the driver, later identified as Parker, appeared to be asleep. Police said parker admitted to drinking "a lot" of alcoholic beverages, but refused to complete the sobriety tests. A court date of Feb. 2 was assigned.
  • Bayartogtokh Otgonavaatar, of Northbrook, is accused of DUI, illegal transportation of alcohol, disobeying a traffic control device, and was arrested at 4:52 a.m. Dec. 31, in the 1900 block of Willow Road. Police saw Otgonavaatar disregard a red light. Oncoming traffic was able to stop before there was an accident, according to police. The officer stopped the vehicle and spoke to the driver, identified as Otgonavaatar, who appeared to be intoxicated. Police said he had an open container of an alcoholic beverage in the vehicle and admitted to drinking six alcoholic beverages prior to driving. A court date of Feb. 2 was assigned.

ILLEGAL POSSESSION OF ALCOHOL BY A MINOR

Three people residing in Des Plaines, Prospect Heights and Wheeling are accused of illegal possession of alcohol by a minor and were cited at 1:12 a.m. Dec. 31, at Dundee Road and Laburnum Drive. The trio, who were in a vehicle, flashed their lights at a police officer. The officer found several cans of alcoholic beverages inside the car. A court date of Feb. 20 was assigned.

RESISTING A POLICE OFFICER

Tyler Morgan, of University Park, who had a warrant out of Cook County for resisting a police officer, is accused of having a defective taillight, defective plate light, improper lane usage, expired registration, suspended driver's license, operating an uninsured motor vehicle, and was arrested at 3:17 a.m. Jan. 1, in the 500 block of Dundee Road. He was taken to Cook County Jail for the warrant, and a court date of March 18 was assigned for the new charges.

RECKLESS DRIVING

Jet W. Kaneshiro, of Northbrook, is accused of reckless driving, speeding (70 MPH in a 35 MPH zone), and was arrested at 12:56 a.m. Jan. 2, in the 900 block of Skokie Boulevard. Police said Kaneshiro was traveling at a high rate of speed before making an abrupt stop in the middle of the roadway as the officer was attempting to catch up with it. The officer noted the vehicle did not have any license plates. He then quickly accelerated and turned to cross over the Edens Expressway at a high rate of speed, almost striking the roadway wall, according to police. After the vehicle fled, a Glencoe police officer stopped the vehicle and found the license plates to the car inside the vehicle. After Glencoe Police Department charged Kaneshiro with traffic citations, he was taken into custody and charged in Northbrook. A court date of Feb. 2 was assigned.

INCIDENTS

RETAIL THEFT

The staff at a hardware store in the 1900 block of Cherry Lane reported at 8:24 p.m. Dec. 28, someone had entered the store and walked toward the power tool section. The subject cut the security tags off a chainsaw and grass trimmer. He walked out of the store without paying for the items. He left the area in a silver Ford truck.

CRIMINAL DAMAGE TO PROPERTY

A complainant reported to police at 9:02 a.m. Jan. 2, someone had kicked in the south door to a building under construction in the 1600 block of Shermer Road. No other damage was found inside.

DECEPTIVE PRACTICES

A Versailles Drive resident called police at 10:42 a.m. Jan. 2, to report someone had gained access to their investment account and completed electronic transfers to a credit card account totaling $38,000. The complainant did not know who the subject was that owned the credit account.

BATTERY

A complainant reported at 8:43 a.m. Jan. 3, they had got into a traffic altercation with another driver after making a lane change at Waukegan and Dundee roads. The other driver was tailgating and honking at their vehicle. When they both stopped at a red light, the other driver exited the vehicle and ran up to the complainant's vehicle. The driver started punching the complainant's window. When they rolled down the window to speak to the angered driver, the other driver struck them with an unknown weapon. The complainant sustained an injury just above their right eye. The other driver got back into his vehicle and fled the area.

ATTEMPTED RETAIL THEFT

The loss prevention staff of a grocery store in the 800 block of Willow Road reported at 10:40 a.m. Jan. 4, a female had entered the store and was walking around concealing items in a bag. After grabbing several grocery items, the female walked out with the items without paying. She was confronted about the theft and was asked to stay until the police arrived. The female left the food and fled in a red Volkswagen.
