Fleeing Northbrook Man Feared Police Would Cut Off 'Hands, Balls and Feet'
The thrice-tased man had led cops on a low-speed chase before mentioning he needed "to get out of this dimension," police said.

RACINE, WI — A Northbrook man who allegedly told police he feared cops were going to cut off his "hands, balls and feet," faces multiple charges after a wild police chase in Racine, Wisconsin.
Charles H. Town refused to stop for police, rammed a squad car, resisted officers, fought off multiple taser deployments before eventually getting chased down by a police dog, according to a criminal complaint.
Town, 31, of the 1200 block of Shermer Road, has been charged with attempting to flee a police officer, hit-and-run, resisting an officer and possession of drug paraphernalia.

On April 10, Racine police responded to the 3400 block of Douglas Avenue on Racine's north side on a report that a Volkswagen driven by Town was not stopping for a traffic stop, according to a criminal complaint.
Officers positioned squad cars behind Town's vehicle and activated their lights and sirens, but Town would not stop, the complaint stated.

According to the complaint, officers deployed a spike strip, but Town drove right over it, puncturing his tires and continuing onto South Street toward Mt. Pleasant Street.
Fearing that Town would veer into oncoming traffic, an officer positioned his squad car next to Town's vehicle, only to have Town ram the unit, the complaint said.
During the course of the chase, which lasted more than 20 minutes, Town was driving between 12 and 30 miles per hour, according to the complaint.
Town came to a stop near the 2500 block of Diane Avenue, only to flee the vehicle on foot, the complaint said. Once Town stopped running, officers gave him a verbal command to get on the ground, but he continued running, "acting in a hysterical manner."
Town was being held in the Racine County Jail Wednesday on a $5,300 cash bond.
Police said they deployed a taser on Town, only to have him attempt to pull the taser probes from his body. After two more taser deployments, Town finally went to the ground, but again he managed to resist officers and break free.
According to the complaint, police successfully corralled Town with the help of a police dog named Dozer.
Police said that "people were chasing him" upon his arrest, and stated that "police were going to cut his balls, hands and feet," and stated he needed to "get out of this dimension."
When police asked Town if he had taken any drugs, he admitted to taking Adderall, however according to the criminal complaint, a subsequent search of his car revealed a glass pipe with a glass end that suggested it had been used to smoke crack cocaine.
