Man Nabbed For Prescription Fraud, Warrants: Northbrook Police Blotter
The Chicago resident had 2 active arrest warrants out of DuPage County and Indiana for drug related offenses and failure to appear in court.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS
DRIVING UNDER THE INFLUENCE
- Armando Nicholas-Galvan, of Prospect Heights, is accused of driving under the influence, improper lane usage, and was arrested at 12:06 a.m. Nov. 3, at Sanders and Willow roads. Police said while they were on an unrelated traffic stop, Nicholas-Galvan nearly struck one of their squad cars prior to his arrest. A court date of Nov. 27 was assigned.
- Christian Rolando Chavarro Chilatra, of Arlington Heights, is accused of DUI, DUI with a blood alcohol concentration level of .08 or more, no valid driver's license, open transportation of alcohol, felony fraudulent identification, and was arrested at 2:10 a.m. Nov. 6, in the 1500 block of Lake Cook Road. Police said they found a fake social security card and a fake U.S. resident card in his car. A court date of Nov. 7 was assigned.
CRIMINAL TRESPASS TO VEHICLE

Dara S. Williams, of Chicago, is accused of criminal trespass to vehicle, and was arrested at 1:23 p.m. Nov. 3, in the 2500 block of Shermer Road. Police said they had received information that a stolen car was in the area of Shermer Road. The officer found the vehicle occupied in a parking lot. The driver, identified as Williams, said it was a family member’s car and she had permission to have it. The officer spoke to the woman's family and it was learned she was not supposed to be with the vehicle and refused to return it. A court date of Nov. 15 was assigned.

John C. Ells, of Chicago, is accused of felony unauthorized possession of a prescription, and was arrested at 2:57 p.m. Nov. 7, in the 900 block of Willow Road. According to police, the staff at a pharmacy said they received a phone call from a subject claiming to be from a doctor’s office ordering medicine for a patient, which they thought might be fraudulent. The staff contacted the actual doctor and learned someone had criminally obtained his credentials to fill prescriptions. The doctor confirmed that the particular request was fraudulent. The Northbrook Police stayed in the area until the defendant, Ells, reportedly arrived to pick up the prescription for alprazolam. He admitted the prescription was fake and was arrested. Police said he also had two active arrest warrants out of DuPage County and Indiana for drug related offenses and failure to appear in court. Ells was turned over to the DuPage County Sheriff’s Office.

INCIDENTS
CRIMINAL TRESPASS TO VEHICLE
A complainant called police at 12:41 p.m. Nov. 3, that he was completing some contract work at a Northbrook house in the 1600 block of Longvalley Drive and walked out to his van to grab some more tools. As the complainant walked outside, he could see another van parked along his and the side door was open. He noticed a male subject looking throughout the inside of his van. The complainant said he thought he could see a gun sticking out of the subject’s pocket. Once the subject saw the complainant, he quickly got back into his van and fled the area. It didn’t appear anything was taken.
THEFT
- A shopper at a grocery store in the 800 block of Willow Road reported at 1:56 p.m. Nov. 3, she had placed her purse in the cart while she walked away to look at an item for sale. Several subjects were in the same isle. When she returned to her cart, she noticed her purse was open and her wallet was missing. While the officer was speaking to the complainant, she received a fraud alert on her phone indicating someone was trying to fraudulently purchase two iPhones at the Northbrook Apple store with her stolen credit card. The subject had fled the store prior to the officer’s arrival.
- The staff at a business in the 3100 block of MacArthur Boulevard called police at 3:40 p.m. Nov. 7, to report they had sent a check to one of the vendors, but it was intercepted in the mail by an unknown person. The check was altered and fraudulently paid out to an individual in the amount of $15,705.
RETAIL THEFT
- A witness reported at 1:59 p.m. Nov. 3, seeing two subjects run out of a store in the 100 block of Skokie Boulevard and through the parking lot. She thought it appeared suspicious, so the officer walked into the retail store to determine what had happened. The staff said two male subjects concealed a pair of shoes and ran out without paying.
- The staff at a retail store in the 200 block of Skokie Boulevard reported at 4:37 p.m. Nov. 9, a female and male entered the store and began taking various clothing items off the racks. After collecting the items, both walked towards the doors and outside without paying. The subjects fled in a grey Infiniti.
RESIDENTIAL BURGLARY
- A resident in the 2500 block of Windsor Lane reported that between 2 p.m. and 8 p.m. Nov. 4, someone broke into their house through an open window. The subject stole money and jewelry.
- A resident in the 4100 block of Picardy Drive called police at 7:14 p.m. Nov. 5, to report someone forced entry into her home through a glass patio door. The second-floor bedrooms were ransacked, and mostly jewelry was taken.
MULTIPLE BURGLARIES TO VEHICLES
- Police responded to several burglary to auto calls throughout the village on Nov. 6. As the officers were responding, they observed a dark-colored Hyundai that was still in the area. As officers drove up on the vehicle, it fled at a high rate of speed. The officers attempted to stop the vehicle, but the vehicle refused to stop and fled out of town. All the vehicles that were attacked were unlocked and parked in the driveway.
- A resident in the 1100 block of Skokie Boulevard reported at noon Nov. 6, someone had entered her 2023 black Jeep Cherokee and took her purse and her credit cards. The stolen credit cards were used at various local businesses.
