Man With Pants Down Busted On 2 Warrants: Northbrook Police Blotter
The Chicago resident, who told police he had his pants down to urinate, had two active warrants out of Cook County.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS
DRIVING UNDER THE INFLUENCE
Esdras Orozco-Miranda, of Chicago, is accused of felony aggravated driving under the influence, driving with an unsecured front bumper, disregarding a stop sign, failure to reduce speed to avoid an accident, leaving the scene of a property damage accident, three counts of improper left turn, driving while license suspended for DUI, failure to give information/render aid at an accident, and was arrested at 8:35 p.m. March 22, at Pfingsten and Dundee roads. According to police, an officer saw Orozco-Miranda drive past him with its front bumper hanging off and scraping the ground. The officer stopped the vehicle and spoke to Orozco-Miranda. While speaking to him, another motorist stopped and told the officer he was a victim of a hit-and-run involving Orozco-Miranda. The officer questioned him about hitting another vehicle and leaving the scene. At first, police said Orozco-Miranda denied it, but later admitted he was involved in an accident and fled. A court date of March 25 was assigned.

UNLAWFUL USE OF A WEAPON
Police saw a 2021 black Nissan weaving and crossing the center median at 5:45 a.m. March 24, at Pfingsten Road and Woodlawn Drive. Police stopped the car to talk to the driver, Michael Evans, of Milwaukee, Wisconsin. Two other occupants — Deshaun Harvill and Juan Perez — are also from Milwaukee. While speaking to them, the officer saw a loaded black Smith & Wesson pistol on the floor of the vehicle. The officer also found a loose bullet on the front passenger seat. None of the occupants would admit who the owner of the handgun was. Evans was charged with unlawful use of a weapon, improper lane usage, driving while license suspended, operation of an uninsured motor vehicle. Harvill and Perez were both charged with unlawful use of a weapon. A court date of April 10 was assigned.

RETAIL THEFT
Armando Villegas is accused of two counts of retail theft, and was arrested at 12:46 p.m. March 24, following an incident at a business in the 1400 block of Lake Cook Road. Villegas reportedly walked over to the men’s clothing section. He then grabbed a pair of men’s pants and tried walking out of the store without paying. The staff recognized Villegas from a theft on the previous day. When the officers questioned Villegas, he admitted he stole two jeans on March 23 as well. A court date of April 22 was assigned.
CRIMINAL TRESPASS TO BUILDING
Lovell S. Blizzard, of Chicago, had two active warrants out of Cook County for criminal trespass to a building, theft, and was arrested at 8:53 a.m. March 26, at Lawrence Lane and Voltz Road. Police had responded to the intersection because of a report a man had his pants down. When they arrived, they saw Blizzard, at the corner. The officers explained the complaint to him. Police said Blizzard admitted he did pull his pants down because he had to urinate. While checking on Blizzard’s name, the officers found the two active arrest warrants. He was turned over to the Cook County Sheriff’s Office.

INCIDENTS
IDENTITY THEFT
- An Elm Avenue resident reported at 10:27 a.m. March 22, someone had sent her workplace an email requesting her paychecks be sent to a different bank account. The complainant said she never sent the email and someone had posed as her to have the checks rerouted to a different account. Approximately $10,000 was sent to the offender's bank account before the complainant alerted her employer.
- A Techny Road resident reported at 1:23 p.m. March 28, he ran a credit report and noticed someone had opened an account with a rental business using his name in another state. The account was delinquent in the amount of $4,000. The complainant froze his personal accounts and notified the out-of-state institution of the crime.
COMPUTER FRAUD
A Kensington Drive resident reported at 8:41 a.m. March 23, they had received an email indicating his PayPal account had fraudulent charges and requested him to call a specific number to remedy the issue. The complainant called the phone number and someone requested him to gain access to his computer. The complainant downloaded a program to allow the person access. The person then told the complainant to purchase Apple and American Express gift cards in the amount of $9,100 and provide him with the card numbers. The complainant bought the cards and provided the subject with the card numbers. The complaint was also instructed to wire $8,200 to an account. The complainant sent the money, but got suspicious afterward. The complainant canceled the wire transfer and contacted the police.
RETAIL THEFT
The staff at a cosmetics store in the 900 block of Willow Road reported at 4:44 p.m. March 25, someone came into the store and walked to the perfume display. The person concealed five bottles of perfume and walked out of the store without paying.
UNLAWFUL USE OF CREDIT CARD/THEFT
A complainant reported at 2:35 p.m. March 27, that while shopping at a retail store in the 100 block of Skokie Boulevard, she noticed her wallet was missing from her purse. The wallet contained her credit cards. She also received an email stating someone was attempting to make a large purchase with one of her credit cards at a high-end store just down the street. The officer responded to the high-end store and spoke to the staff. They said two males came into the store and attempted to use a credit card to purchase a purse in the amount of $2,756.34. The charge was denied and they fled the store.
