Northbrook Village President Issues Supplemental Emergency Order

President Frum prohibits group sports, outdoor exercise programs and more in his supplement to the village declaration of emergency.

Following Governor Pritzker’s extension of the Stay At Home Order through the end of April, President Frum issued a Supplemental Order, pursuant to the Village’s Declaration of Emergency. The order states the following:

  1. No person may, at any time, be present at or upon any public building or structure, public place or property, or public street or highway in the Village for the purpose of (a) participating in close-contact group sports (such as basketball, soccer, football, or similar group sports), or (b) engaging in any sport or recreational activity that uses or involves shared equipment (such as tennis balls, frisbees, and baseballs); and
  2. No person may, at any time, be present at or upon any public building or structure, public place or property, or public street or highway in the Village for the purpose of participating in group exercise programs (such as group running, cycling, training, athletic classes or similar group exercise activities). For these purposes, the term “group” means more than one person but shall not apply to members of a household or residence. For these purposes, “members of a household or residence” shall mean a group of people, whether related or unrelated, who occupy the same dwelling unit on a full-time basis and utilize common cooking, eating, and sanitation facilities.

The Declaration of Emergency issued by Northbrook Village President allows the following:

  • Emergency Purchasing. The Village may enter into contracts for the emergency purchase of goods and services that may be necessary for the preparation for, response to, and recovery from, the COVID-19 pandemic.
  • Emergency Staffing. This Declaration constitutes a declaration of civil emergency under the Village’s collective bargaining agreements. Accordingly, the Village President directs the Village Manager to implement such emergency staffing protocols and procedures as may be necessary for the preservation of public health and safety, and for the preservation of the health of Village employees.
  • Cooperation with Other Government Agencies. The Village President directs all Village officials and employees to take all practicable steps to coordinate the Village’s resources and emergency operations with the State of Illinois, the County of Cook, and other local governments in and around the Village, to best utilize resources of all agencies in the area for the preparation for, response to, and recovery from, the COVID-19 pandemic.
