Pair Swears At Staff During Retail Theft: Northbrook Police Blotter
Two people were seen taking several pieces of high-end clothing by staff, according to police.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS
TRESPASSING
Howard L. Penner, of Northbrook, is accused of causing a disturbance, and was arrested at 8 a.m. Aug. 2, after turning himself into police. On July 30, a car wash facility contacted police because Penner had come in and caused a disturbance. Penner had been issued a previous trespass notice because of past disturbances. Prior to the officer’s arrival, Penner had left the area. A court date of Sept. 9 was assigned.

DRUG POSSESSION
Hector G. Navarro, of Waukegan, is accused of illegal transportation of cannabis, and was arrested Aug. 2, at Bordeaux Drive and Sanders Road. Police saw a car driven by Navarro traveling at a high rate of speed. While speaking to Navarro, the officer could smell the odor of cannabis coming from inside the vehicle. The officer called the K9 unit to the scene. The K9 alerted to the smell of cannabis inside the vehicle. While searching Navarro's vehicle, the officers found 2 grams of cannabis, 2 rolled cannabis joints and a cannabis grinder. None of the items were sealed in an approved container for transportation. Navarro was charged with illegal transportation of cannabis. A court date of Sept. 9 was assigned.

NO VALID DRIVER'S LICENSE
Jorge Alba Flores, of Chicago, is accused of having a suspended registration, operating of an uninsured motor vehicle, no valid driver's license, and was arrested at 12:08 a.m. Aug. 3, at Dundee and Meadow roads. A court date of Aug. 19 was assigned.
WARRANT SERVICE
Adan Villalobos Carrillo, of Northfield, had an active warrant out of Cook County for illegal possession of marijuana, two new charges of suspended registration, no valid driver's license, and was arrested at 2:08 a.m. Aug. 5, at Skokie Boulevard and Dundee Road. A court date of Sept. 5 was assigned.
DRIVING UNDER THE INFLUENCE
William J. Kennedy, of Northbrook, is accused of aggravated driving under the influence, driving while license revoked, operating an uninsured motor vehicle, possession over 30 grams of cannabis, possession of a controlled substance, and was arrested at 8:45 p.m. Aug. 5. Police were responding to a traffic crash. Upon arrival, they spoke to the driver at fault. She said the other driver had fled on foot from the scene. The officers started searching for the other driver, later ode identified as Kennedy. They found Kennedy walking a few blocks away. After determining he was not injured, they asked for his driver’s license. He said his driver’s license was revoked. While speaking to Kennedy, the officers noticed he appeared intoxicated. He was taken into custody and his vehicle was inventoried. During the inventory, the officers found 35 grams of unsealed cannabis and several pills. Kennedy could not produce a prescription for the Schedule III pills. A court date of Aug. 7 was assigned.

INCIDENTS
FLEEING AND ELUDING
- Police saw a car weaving in and out of its lane at 3:10 a.m. Aug. 2, at Dundee Road and the Edens Expressway. The officer activated his emergency lights and attempted to stop the vehicle. The vehicle accelerated to a high rate of speed and fled from the officer.
- On Aug. 3, a 2017 dark blue Audi S8 was picked up by Northbrook's license plate cameras. The vehicle had fled from several officers in the past and was wanted for traffic related charges. The driver of the vehicle saw the officer and quickly turned into a corner parking lot and back on to the roadway to avoid the red light. The officer activated his emergency lights, but the vehicle accelerated to over 85 mph in a 40 mph and eluded the officer. Again, at 8:29 p.m., the same vehicle fled from officers when they attempted to stop it. On Aug.5, the vehicle was located in Wheeling, abandoned in a business parking lot. Northbrook Police Department responded and towed the vehicle to the Northbrook Police Station for evidence processing.
PHONE SCAM
A Pondside Drive resident reported at 10:49 a.m. Aug. 2, someone had contacted him claiming to be with the Washington, D.C. Police Department. The person said there had been illegal activity with the complainant’s credit card at a pawn shop. The person demanded $238,000 for "bond money." All the complainant provided was his social security number and passport number to the person. After realizing it was a scam, the complainant made a report with the Northbrook Police Department.
COMMERCIAL BURGLARY
Police responded to a burglar alarm at 3:58 a.m. Aug. 3, at a clothing store in the 100 block of Skokie Boulevard. Once they arrived, they found the front glass doors shattered. They searched the interior of the store, but the person had already fled. They noticed the offender had shattered the glass jewelry case and stole several pieces of jewelry.
IDENTITY THEFT
A Valencia Drive resident reported at 1:48 p.m. Aug. 3, he had received a bill from a cell phone company that he has never subscribed with. He contacted the phone company to inquire about the bill. The customer representative said someone using the complainant’s name, address, and social security number opened an account for cell phone service. The complainant explained he never gave anyone permission to use his name. The officer advised the complainant to check his credit report for any other fraudulent activity.
THEFT
A person called police at 7:48 p.m. Aug. 4, to report she had left her orange Trek bike in the bushes at the train station while attending a public event in the 1400 block of Shermer Road. When she came back, the bicycle was stolen.
RETAIL THEFT
The sales staff at a retail store in the 1500 block of Lake Cook Road reported at 1:24 p.m. Aug. 6, two people were seen taking several pieces of high-end clothing off their hangers. Both passed the registers with the clothing and were walking toward the exit. When a staff member asked if they needed help checking out, one of the pair yelled swear words and told her to get out of the way. They then fled the store and sped away in a dark-colored Volkswagen.
