Hiring Freeze in the City of Chicago Likely

Layoffs and fee hikes possible, too. What would you cut out of the city budget?

Mayor Rahm Emanuel will unveil a new Chicago city budget in October, and for the first time he's giving a sneak peak of what will be in it. The mayor is saying a hiring freeze is possible.
