Cops Say Man Naked From Waist Down Packing Beretta Claimed 'I Was Hot and Changing My Pants'
Oak Lawn man charged for allegedly masturbating in parking lot had valid FOID card and concealed- carry permit for gun, reports say.

An Oak Lawn man was charged with disorderly conduct after he was allegedly spotted masturbating in a shopping center parking lot
Police were summoned to 8812 S. Cicero Ave. around 1:45 p.m. Nov. 29 for a report of a man naked from the waist down on the west side of L.A. Fitness.
An employee told police there was a man standing between his own vehicle and another parked next to it, pleasuring himself, reports said.

Police said that when the man, later identified as Jay E. Hivick, 26, of the 5000 block of Wick Drive, saw the employee watching him, he got into the backseat of his vehicle.
When officers arrived, they found Hivick lying down in the backseat with no pants or underwear on, reports said.

Hivick allegedly had his hands on his groin area. Hivick jumped up when officers approached his vehicle and acted like he was putting on his pants, police said.
According to the report, Hivick denied ever leaving his vehicle while naked, telling officers that he was hot and wanted to change his pants.
While Hivick was putting on his clothes, police asked if he had any weapons in the car. Hivick told police there was a 9mm Beretta in the glove box.
Police established that Hivick had a valid FOID card and conceal-carry permit for the Beretta.
The employee told police that he was “alarmed and disturbed” by Hivick’s alleged masturbation and advised that other people were as well.
Hivick was taken into custody. He has a court hearing on Jan. 21.
At Hivick’s request, police inventoried his gun for safe keeping. Police said the gun was loaded with five live rounds in the magazine.
