'Non-Compliant' Sex Offender Accused of Selling Pot Has Outburst in Court
Oak Lawn sex offender complains sheriff deputies are "grabbing me" during bond hearing.

BRIDGEVIEW, IL -- A registered sex offender blew up during a bond court hearing on Wednesday, complaining that sheriff’s deputies were “grabbing on me” when they were trying make him stand still and face the judge. Cevansir Ugurlu, 34, appeared before Cook County Judge Peter Felice on a felony charge of possession of cannabis with intent to deliver. He was also charged unlawful possession of cannabis and obstructing a peace officer, both misdemeanors.
Oak Lawn police were investigating a possible domestic battery on Aug. 8 when they stopped Ugurlu. While searching his backpack, officers found 48 grams of cannabis and a scale, the prosecutor said. Ugurlu squirmed during his court appearance and yelled at a female sheriff’s deputy.
“She’s grabbing on me,” he said.

“Do as you’re told,” another deputy told him, handcuffing Ugurlu's hands behind his back.
“You’re in the custody of the sheriff’s deputy,” Judge Felice warned. "Listen."

The prosecutor said Ugurlu is a registered sex offender and has two convictions for failure to register and aggravated robbery. He is listed on the Illinois Sex Offender Registry as non-compliant for failure to maintain accurate records as required by law. He also has a pending DUI case. Ugurlu has a conviction for criminal sexual abuse. The victim was 16 and Ugurlu was 19 at the time of the offense. His registered address is the 11000 block of Deblin Lane in Oak Lawn.
A pre-trial assessment flagged Ugurlu for violent activity. Judge Felice set bail at $200,000. Ugurlu’s next court hearing is Aug. 23 in Bridgeview.
“I do find him to be a danger by his demeanor in the courtroom,” the judge said.
