Non Agenda Public Comment:

Several patients of the doctors whose offices are along Westgate Street between Harlem and Marion addressed the board asking for considerations as this area comes under construction. The patients who spoke have limited mobility for various reasons, and they are asking that the village provide valet service during the time that the street is closed.

President Abu-Taleb stated that he felt that some patients were operating under a misperception and that the board does not intend to strand people who are trying to reach their doctor’s offices. While not giving hard facts about this issue, he did indicate that talks with the doctors are ongoing and that a solution will be forthcoming.

Proclamation:

Motion to approve October as Arts and Humanities Month. A representative of the Oak Park Arts council accepted the proclamation and encouraged interested parties to visit the website OPA.AC to find events.

Consent agenda:

All items on the consent agenda were approved.

Regular Agenda:

The Historical Society of Oak Park and River Forest gave a presentation outlining the history of the Historical Society and an update on the renovation project that will be the new home of the Society, located at 129 Lake Street.

Review of the Five Year Capital Improvement Plan (2016-2020), staff asking for a motion to put the plan on the October 19 agenda.

Early adoption of the capital improvement plan allows for more flexibility in bidding projects and more favorable timelines for completion of projects. One of the considerations is whether the police station, currently located beneath city hall, should be moved out and a police station built on Madison Street.

The motion passed to add the Review to the October 19 agenda.

A resolution to approve an agreement with Revcon Technology Group, Inc. in an amount not to exceed $922,087 and authorizing its execution.

This is to provide an upgrade to the revenue control equipment (gates) at Holley Court, Avenue and Lake and Forest garages. The director of parking control, Jill Veelan, expressed that this is the best technology currently available and that the gates will operate better and that businesses that wish to offer validation will have an easier way to do this via smartphones. Repairs to the entrance/exits of Holley Court and Avenue garages are included and canopies at Holley Court.
