Present:  Supervisor David Boulanger, Township Manager Gavin Morgan, Clerk Gregory White, Trustees Mary Cozzens, Clarmarie Keenan, Ade Onayemi, James Taglia, Attorney John Garofalo.

 

Also Present:  Business Manager Jack Norton, Youth Services Director John Williams, and Senior Services Director Desiree Scully-Simpkins.

 

The meeting was called to order at 7:03 p.m. by Supervisor Boulanger.  Board members approved the minutes of the February 25 meeting, with the exception of Trustee Keenan who abstained because she was not present for the 25th meeting.  The Consent Agenda was also approved.

 

Youth Services Budget Presentation for FY2015

 

Manager Morgan and Youth Services Director John Williams presented the recommended Youth Services Budget for FY2015.  The recommended 2015 budget appears to be a decrease from the current year budget.  They explained budgeted amounts for the five main areas: Contracts and Program Development; Violence Prevention; Information and Referral; Policies and Issues; and Youth Development and Advocacy.  Additionally, recommendations for the Youth Interventionist Program were also given. There were no major line changes.

 

Mr. Williams shared a memorandum with Board members recommending that the Community Youth Advocate position be changed from part-time to full-time, due to program success and demand.  The Board agreed to act on the request at the next Board meeting.

 

Senior Services Budget Presentation For FY2015

 

Senior Services Director Desiree Scully-Simpkins presented the recommended Senior Services Budget for FY2015 as a slight increase.  Ms. Scully-Simpkins reported on other highlights in the Senior Services budget and answered questions from Board members on the recommended budget.

 

Approval of Full-Time Intake/Aps Worker

 

Trustee Keenan moved to increase the 25 hour part-time position of Adult Protective Services Worker to a full-time 40 hour week position to meet the increase in hours needed for intake work.  Trustee Cozzens seconded the motion which passed unanimously.

 

Approval of Agenda For Annual Town Meeting

 

Clerk White shared a copy of the tentative Agenda for the Annual Town Meeting on April 8, 2014.  The agenda was approved and passed unanimously.

 

Township Manager’s Report

 

Manager Morgan reported on the visit with staff at Parenthesis regarding their goal of visiting with the families of the entire 0-3 years of age population in Oak Park and River Forest.  General Assistance statistics were also shared.

 

Supervisor’s Report

 

Supervisor Boulanger reported on conducting a salary study for employees to assure comparable equity.  Tentative goals for Strategic Planning have been drafted and should be discussed at the next Board Meeting.
