Inspector General Position Filled At Kendall County Sheriff's Office

As inspector general, Larry Lapp will be an independent, impartial investigator responsible for conducting various internal investigations.

KENDALL COUNTY, IL — The Kendall County Sheriff’s Office announces the hiring of Larry Lapp to take on the newly created role of Inspector General for the County of Kendall.

The Inspector General is an independent and impartial investigator responsible for conducting internal investigations, use of force reviews, administrative reviews, and investigations over supervisory, professional, and sworn staff members. The Inspector General also acts as the Auditing Official for the County of Kendall in accordance with ordinance No. 22-07. In this recently enacted ordinance which adopted a Whistleblower Reporting and Anti-Retaliation Policy, the County’s Auditing Official is responsible for receiving, registering, and investigating complaints and information concerning misconduct, inefficiency, and waste within the County.

Larry Lapp began his 37-year law enforcement career with the North Aurora (IL) Police Department (NAPD) holding a variety of positions including the department’s Detective Sergeant. After 15 years with NAPD, he began his 20-year career with the Federal Bureau of Investigation (FBI) and held several leadership positions at the Chicago Field Office. As the Assistant Special Agent in Charge, he had oversight responsibility for over 150 Agents, Task Force Officers, and Professional Support personnel. After retiring from the FBI, Larry Lapp most recently took on the position of Investigations Commander for the Schaumburg Police Department before joining the Kendall County Sheriff’s Office. He holds a Master’s degree in Business Administration and a Bachelor’s degree in Criminal Justice from Aurora University.

Sheriff Dwight Baird stated, “It has long been a priority of this office to ensure that we are accountable to the citizens we are sworn to serve. I believe the creation of this position is an important step in furthering that mission and increasing the transparency of the office. Building and maintaining public trust is a crucial component necessary for any law enforcement agency to be successful, and a key aspect of creating that trust is independent and impartial oversight, which this position will provide. I believe Larry will be a great asset to the residents of Kendall County, and I am excited to welcome him into this very important role.”
