Oswego 2018 Halloween Sex Offender Safety Map

OSWEGO, IL — Before kids go out trick or treating on Halloween, fall is a good time to take an inventory of who is living in your neighborhood. Oswego currently has 13 registered sex offenders listed on the Illinois Sex Offender Registry, nine of whom are classified as sexual predators.
Eight are currently living in the community and their addresses are pinned on the map below, while four remain incarcerated. One of these offender's Oswego address is unknown.

- DAVID JAMES BRAZEAU: Sexual predator being held at Will County Jail; D.O.B. 2/5/1952; aggravated child pornography with 13-year-old victim while offender was 59 at time of incident.
- MICHAEL ANTHONY NAJAR: Sexual predator being held at Illinois Department of Corrections; D.O.B. 8/14/1973; failure to report a change of employment address, failure to report annually, aggravated criminal sexual abuse with victim between ages of 13 to 16; victim was 16 years of age while offender was 25 at the time of offense.
- TERRELL K. THOMAS: KS Department of Corrections; D.O.B 9/20/1984; failure to report a change of employment address, aggravated battery of a child under 13 years of age, great bodily harm, criminal sexual abuse of a victim between ages of 9 to 16; victim was 13 years of age and offender was 20 at the time of the offense.
- CARL WALKER: Illinois Department of Corrections; D.O.B 12/6/1965; aggravated kidnapping, aggravated criminal sexual abuse, bodily harm; victim was 18 years of age and offender was 27 at the time of offense.
Unknown Oswego address: JORGE HUMBERTO CORRAL; D.O.B 12/20/1973; aggravated criminal sexual abuse of a victim 13 years of age while offender was 21 at the time of offense.

Registered sex offenders are prohibited from passing out candy on Halloween. They may not appear in a Halloween costume or other child-centered holiday character, such as Santa and the Easter Bunny, in public. Registered sex offenders, however, may wear a Halloween costume in their home, according to the Illinois Sex Offender Registry.
Law enforcement officials and researchers caution that the registries can play only a limited role in preventing child sexual abuse and stress that most perpetrators are known to the child. The U.S. Department of Justice, which oversees the National Sex Offender Public Website, estimates that only about 10 percent of perpetrators of child sexual abuse are strangers to the child.
The Justice Department estimates 60 percent of perpetrators are known to the child but are not family members but rather family friends, babysitters, child care providers and others, and 30 percent of child victims are abused by family members. Nearly a quarter of the abusers are under the age of 18, the department estimates.
