Sex Offender Found on School Property: Police

OSWEGO, IL — A convicted sex offender was arrested Wednesday morning after he was on school property.

Police say William G. Lumpkin, 50, of the 100 block of Tealwood Rd. in Montgomery, was identified by school personnel through the Oswego School District 308’s visit screening process.

“School personnel alerted the school liaison police officer and responding officers met with Lumpkin, who had accompanied his girlfriend to the school for a meeting,” said Oswego Police Public Information Officer Cathy Nevara in a release. “Lumpkin was still in the lobby (of East View Kindergarten Center) and had not had any contact with children at the school.”

Lumpkin was charged with being a sex offender in a prohibited zone/school.

According to the Illinois Sex Offender Registry, Lumpkin was originally convicted of aggravated criminal sexual abuse. Lumpkin was 30 at the time of the offense and the victim was 13 years old.

Dr. John Sparlin, Associate Superintendent for Administrative Services, praised the swift actions of the East View Kindergarten Center staff, district administrators and the Oswego Police Department, and credited the Raptor Technology on-site security system utilized by School District 308 which screens any visitor’s identity eliminating a potential threat before anyone was placed at risk.

“Our procedures for visitors to our schools and partnership with the Oswego Police Department worked precisely as planned,” said Dr. Sparlin. “An individual tried to enter our building illegally, the police were notified immediately and everything worked exactly as we have practiced at our schools and buildings.”
