Man In 'Short-Shorts' Exposed Self At Plainfield Playground: Cops

It's the second time he's been accused of showing his genitals at Clow Stephens Park.

PLAINFIELD, IL — A Plainfield man was arrested Sunday at Clow Stephens Park after police responded to a report of a man in women's clothing riding around the park on a bike while exposing his genitals. It's the second time James Summers, 60, has been arrested at the park, located on Lily Cache Road.

Will County Sheriff's Office spokeswoman Kathy Hoffmeyer said deputies spotted Summers near the playground "on his bike with his genitals exposed from the short-shorts he was wearing."

A witness told police he and his wife saw Summers doing laps on a trail around the park, stopping at the dog park as well as two playgrounds where children were, all while exposing himself. The witness said Summers made at least five trips to the playground, police said.

Summers, of the 23000 block of Margaret Court, was questioned by deputies and arrested on charges of public indecency/lewd exposure and disorderly conduct. Jail records indicate he was released early Monday morning. His next court date is July 11.

The arrest marks at least the second time Summer was accused of exposing himself at Clow Stephens Park. In June 2015, deputies responded to a report that Summers — this time riding a mobility scooter — had exposed himself to a girl at the park.

Police said Summers ignored a deputy's commands to stop and took off on the scooter, which could reach a top speed of 15 mph. He was able to maneuver around a squad car attempting to cut him off before he was apprehended and placed under arrested. At the time, Summers was jailed on felony charges of aggravated driving under the influence due to two previous drunken driving arrests in Nebraska. He was also charged with fleeing the police, driving on a suspended license and transporting alcohol.

Back in 2015, the sheriff's office said Plainfield police had jurisdiction and may have been investigating the allegations of lewd conduct against Summers. Will County court records show that Summers pleaded guilty to aggravated DUI in exchange for having the rest of the charges dropped. The July 2015 plea deal got him a 74-day jail sentence, for which he received credit for 37 days already served, and two years' probation, which expired in July 2017.

The sheriff's department also seized Summers' scooter, which retailed for $3,999. Summers' attorney filed a motion for return of property on July 30, 2015, but that was withdrawn less than two months later, according to court records.
