Cop Charged With Theft, Fraud And Misconduct: IL State Police

The Rockford Police Department asked state authorities to investigate allegations that Roser committed multiple offenses, officials said.

ROCKFORD, IL — A Rockford police officer is charged with several felony counts of theft and home repair fraud in connection with his business, according to Illinois State Police.

Corey Roser, 35, of Rockford, is charged with five counts of property theft of over $500 but under $10,000, four counts of home repair fraud and one count of official misconduct, police said.

The Rockford Police Department asked state authorities to investigate allegations that Roser committed multiple offenses in 2024 and 2025, according to police.

The department said in a social media post that it was aware of the charges and Roser had been on administrative leave since the start of the investigation, but added it otherwise had no comment.

Roser owned a handyman company named Blue Line Window Cleaning and would solicit large advance payments from customers and then leave the work incomplete or unstarted, WTVO reported.

He turned himself in on Monday to the Winnebago County Sheriff’s Office on an arrest warrant, police said.
