Man Killed In Skokie Had Criminal Record: Report

SKOKIE, IL — The Cook County Medical Examiner identified a man who was shot and killed last month in Skokie, according to a report from The Record North Shore.

The man, identified as 31-year-old Rami Jalal Naisan, was shot in the area of the 7400 block of McCormick Boulevard at 11:07 p.m., police said. When officers arrived, they found Naisan, 31, with multiple gunshot wounds near Howard Street and McCormick Boulevard.

Paramedics provided first aid at the scene before the man was taken to a local hospital for further treatment, police said. He was declared dead at the hospital.

The Record North Shore reported that public court records show Naisan incurred a number of criminal charges over 12 years. The report said he pleaded guilty in June 2022 to committing a home invasion with a firearm in Evanston.

Naisan was sentenced to eight years in prison as part of an apparent plea deal, with more than two years already served.

The Record North Shore also reported that state court records appear to align with an October 2025 press release from the U.S. Department of Homeland Security. According to the DHS, an individual named Rami Jalal Naisan with multiple past convictions was being held in an Indiana detention center after violating parole in January 2025.
