The sport utility vehicle's driver, Stuart S. Ishnay, 29, of the 4500 block of Howard Street in Skokie was charged with driving under the influence of alcohol, having no valid driver’s license and disobeying a stop sign after the crash, which caused the semi-tractor trailer to overturn.
