Skokie Considering Allowing ADUs, Seeks Community Feedback

A new proposal would allow one ADU on single-family lots in certain districts under new size and safety rules.

SKOKIE, IL — Skokie is asking residents to weigh in on proposed Zoning Code changes that would allow and regulate accessory dwelling units, or ADUs, in single-family residential districts.

The proposed zoning changes would allow ADUs on the same property as a single-family home if the unit is attached to the home, incorporated into an accessory structure, or built as a detached unit. According to the village, properties in R-1 and R-2 single-family zoning districts would be limited to one ADU, with no minimum lot size requirement.

Community members can share feedback through a survey, by email, or at the Village Board meeting on Nov. 16.

An ADU is a small, separate home on the same lot as a house. Examples listed by the village include a cottage in the backyard, an apartment above a detached garage, and an addition built onto an existing home. To classify as an ADU, each ADU should have its own kitchen, bathroom and living space so a person can live there independently.

The proposal also sets size and height standards. The village said an ADU would have to be at least 220 square feet and no more than 1,000 square feet, and it would need to be smaller than the primary residence. Development would still be subject to the maximum floor-area ratio or lot coverage rules in the property's underlying zoning district.

For detached ADUs, the proposed height limit would be up to two stories and either 20 or 28 feet, depending on roof type. Rental ADUs would have to be registered through its Residential Rental Unit Registration program and could not be used as short-term rentals.

Other proposed requirements include design and safety standards, Appearance Commission review, sprinkler systems, address-posting requirements, and one additional off-street parking space for an ADU.

The village held information sessions on Oct. 7 and 8 to explain the proposed changes, answer questions and gather public comments. A session recording and meeting materials are available on the village's ADUs web page.

Residents can take the Accessory Dwelling Units Survey through Oct. 28, email comments to publiccomments@skokie.org, or share input in person at the Village Board meeting on Nov. 16.
