License Revoked for St. Charles Massage Parlor
Police conducted an inspection and an undercover operation at Still Waters Spa in St. Charles in recent weeks.

ST. CHARLES, IL - The St. Charles Liquor Control Commission has revoked the license of Still Waters Spa after police conducted an undercover inspection of the business in recent weeks.
The local massage parlor at 2075 Prairie Street, 104, in St. Charles, was also ordered to pay a $500 fine during May 16 liquor control commission meeting.
Investigators conducted an inspection of Still Waters Spa on April 25 as part of a license renewal process for the business. During that inspection, an employee was working in the business and was not one of the registered managers, according to a St. Charles Police Department news release. This employee also did not have a massage therapist license, police said. The owner of the business was contacted and they were ordered to close until a registered supervisor and a licensed massage therapist were present.

Investigators then conducted an undercover operation on April 29 where an agent went in for a massage and the same unlicensed employee from the prior inspect began to give the agent a massage. The agent stopped the massage and notified investigators.
The employee, Ji Xiuqin, 50, of the 2000 block of Wessel Court in St. Charles, has been charged with one count of practicing a massage without a license, a Class A misdemeanor.

More She was released on a personal recognizance. Her next court date is on May 19.
