Pheasant Run Redevelopment Plan Has $42M Price Tag

ST. CHARLES, IL — Plans are taking shape to redevelop the shuttered Pheasant Run Resort, which has sat vacant since 2020. Earlier this year, large portions of the resort were destroyed by a fire and four teens have been charged in connection with that blaze.

On Aug. 26, a redevelopment plan created by TIF consultant Kane, McKenna and Associates was filed with the city clerk's office, which shows the property would cost more than $42 million to redevelop, according to Shaw Media. The price tag includes $16.5 million in demolition, site preparation and environmental cleanup costs, $3 million in infrastructure/public facilities improvements and $9 million in land acquisition and assembly.

The St. Charles City Council on Monday voted in favor of allowing the Joint Review Board, which is made up of one representative from each taxing body affected by the TIF and at least one member from the public, to look over the plan during an Oct. 13 meeting, according to the article.

In July, charges were filed against four teenage boys accused of taking part in and/or starting a fire at the former Pheasant Run resort in May.

The boys' ages range from 14 to 17 years old. Two of the boys, one from Carol Stream and another from Wheaton, are charged with arson, burglary, criminal damage to property and criminal trespass to a building, authorities said.

Two other boys, one from Carol Stream and another from Winfield, have been charged with two counts of criminal trespass to a building.

The teens are accused of illegally entering the former resort at 4051 E. Main St. in St. Charles at about 4:40 p.m. on May 21. Two of the teens set papers on fire at two separate locations in the building and then left the area without trying to put the fires out, according to fire officials.

The resort closed in 2020 after no buyers stepped up to purchase the property during an auction.
