Man Defied Orders to Drop Gun During Parking Lot Brawl: Cops

Bail set at $300,000 for Orland Park felon accused of firing shot in air outside J.W. Holstein's.

TINLEY PARK, IL -- An Orland Park man is accused of firing a gun in the parking lot during a fight in front of a Tinley Park bar early Saturday morning.

Ramsey Shelby, 22, was charged with reckless discharge of a firearm and unlawful use of a weapon by a felon. He was arrested at his home on Nov. 13.

According the charges, Tinley Park police responded to a fight in progress around 2:37 a.m. Nov. 12 in front of J.W. Holstein’s, 17358 Oak Park Ave., across the street from Village of Tinley Park 911 Command Center.

As patrons were leaving the bar, a fight erupted in the parking lot. The prosecutor said that during the altercation, Shelby walked over to his car and retrieved a gun, which he fired once into the air.

Tinley Park police were already en route to J.W. Holstein’s. Another officer ran to the bar on foot from the 911 command center and heard the gun go off. When the officer arrived he saw Shelby holding a silver object in his hand, the prosecutor said.

The officer said heard a woman say, “he has a gun.” He ordered Shelby to drop the gun. Shelby allegedly did not comply with the order. The prosecutor said Shelby walked back toward his car, where another person was in the driver’s seat.

The Tinley Park police officer unholstered his gun and pointed it at Shelby, again ordering him to drop his weapon. Instead, Shelby got into the front passenger seat of his vehicle. The officer ordered the driver not to leave, the prosecutor said.

Instead, the driver allegedly put the car into reverse before fleeing out of the parking lot at a high rate of speed, almost hitting several people in the parking lot. Police recovered a .25 caliber shell casing in the parking lot.

Shelby was arrested at his residence the next day in the 15300 block of West Avenue in Orland Park. The prosecutor said he was identified by several witnesses as the man who fired the shot.

Shelby is currently on 24-months probation for an identity theft earlier this year. A violation of probation was also filed and a no-bail warrant was issued. Judge Felice set bail at $300,000 for the new charges.

"Pointing a gun, discharging a gun, he’s a danger to the community,” the judge said.

The prosecutor requested other special conditions, including no contact with the witnesses from J.W. Holstein's. Shelby was also ordered to surrender all firearms and his FOID card.

Shelby is due back in court Dec. 5 in Bridgeview.
