Logical Timeline? Western Springs To Vote On Project

A condo project appears to be nearly done, but the Village Board is voting on the subdivision plat.

WESTERN SPRINGS, IL – The "luxury" condo project at 514 Hillgrove Ave. in Western Springs has not seemed to follow a logical timeline.

In February, the Village Board approved a $829,000 subsidy for the four-story downtown building. Even at that point, the project appeared to be largely completed.

Two years earlier, the developer, Hinsdale-based KLM Development, told Western Springs officials it was "absolutely imperative" to get the money for the project's financing, originally seeking $1.5 million.

On Monday, the board is set to vote on the subdivision and condo plats for the project – again, with the work appearing to be virtually done.

In April 2022, the board approved zoning for the project, which consists of three lots.

A website details the project, called The Hill, but it does not include an opening date or prices.

The four-story building is set to include 10 condos, with the first floor containing businesses. The developer has said complete occupancy is expected by next summer.

The project was estimated to cost $8 million.

The subsidy is coming from the village's downtown tax increment financing district. The idea behind such a district is that the money spurs development, which will bring more taxes to local government bodies in the long run.
