The Wheaton City Council will be considering bid proposals the city received for Wheaton’s next garbage, recycling and yard waste hauler at the July 5 city council meeting.
The city received bids from five waste hauling companies with proposals for several types of programs, such as sticker-based programs and flat monthly fee programs. City staff reviewed the proposals and will be presenting recommendations for the city council’s consideration on July 5.

The current waste hauler contract will expire at the end of September. Using the bids the city received, city staff calculated the average projected costs for four typical Wheaton household types for the different proposed programs.
You can view the average cost calculations for the top five proposals (four household types) on the city’s website. Staff also analyzed how well the potential programs would meet the primary goals for Wheaton’s next program, based on community feedback and trends in waste management.

These goals include: 1) maintaining a program where residents pay for the amount of waste they produce (“pay-as-you-throw”), 2) a fully automated collection process (where trucks with mechanical arms collect garbage and recycling, which is safer and more efficient than manual collection), and 3) an option for food scrap collection.
You can also view thecost evaluation for all proposals and the price quotation pages for all bids. The process to select a waste hauler for the next contract has been based on input from more than 2,100 residents who participated in a survey about their preferences for the next waste hauler service, as well as input from the Environmental Improvement Commission, other organizations and industry research.
You can see a summary of the process, view how the top five proposals met the city’s goals and resulting bids in this memo that the city council will discuss at its July 5 meeting.
