Local Puppy mill ?

I recently posted a question on different site about the ramshackle building on Rt. 34 by McHugh. The one that always has a sign posted with puppies for sale, yet the place is a complete dump. My gut feeling says that there must be something wrong with that place.  Responses were that the person has been offered help and is rejecting it.  How can we let someone possibly keep animals in less than optimal condition, right here for like 30 + years?  Even if I was to call and go there, I would like someone who is versed in the law/conditions allowed to go with me.  Just wondering about the dogs in that place!
